Bill Comes Due: Chicago's Johnson, Teachers' Union Lose Fight For Loan To Sustain Bloated Budget

 by Jonathan Turley,

Mayor Brandon Johnson has long been as popular as Ebola in Chicago, a politician who has continued to spend wildly while virtually chasing businesses from the city. Johnson was brought to power with the support of the Chicago Teacher’s Union (CTU) and proceeded to approve bloated contracts and pensions demanded by the CTU. Now, both Johnson and CTU have lost a fight to secure a $200 million loan to avoid the need to reduce the budget or staff.

A bill has come due, and Johnson is claiming that the criticism by some of his closest allies is due to racism.

Johnson fired the head of the school board and packed the board with his allies in order to secure the loan. However, in the end, his allies could not sign off on what would be a disastrous short-term, high-rate loan to plug the hole in the budget.

Chicago politicians have repeatedly yielded to the CTU on massive pension deals to secure the union’s support and contributions in elections. The pensions have triggered financial crises for years. Johnson’s solution was familiar: just borrow more money at ruinous rates to kick the can down the road. In the meantime, the public schools (despite a $10.2 billion budget) continue to fail students, particularly minority and poor students, in a system producing dismal performance and proficiency levels.

The $10.2 billion budget, approved by 12 of 20 board members, closes a $734 million deficit but does not include a loan, which the mayor’s office sought to cover the pension payment and other unexpected shortfalls.

After the pandemic, money from the Biden Administration ran out, and Johnson actually had to balance the books. That would have involved confronting the CPS staff and the powerful union. Instead, Johnson wanted to sign off on another loan. When the former head of the board floated cutting back on the budget and staff, Johnson and the CTU forced him out.

Even the CPS staff was raising alarms over Johnson’s new math approach to loans. They noted that this loan would be signed without any promise of future revenue. In other words, it would just push the CPS and city closer to insolvency through “crisis borrowing.” The result would be a cascading failure, with expected credit downgrades, despite the fact that CPS bonds are already rated at junk status due to past overborrowing to plug budget gaps.

Johnson, however, thinks that money magically appears with loans and that he can simply continue to borrow his way out of any budget shortfall.

It was too much even for the city council, which has approved overspending for years.

Johnson responded in signature fashion and accused his own allies, many of whom are minorities, of effective racism:

“When you put a Black man in charge of a city, all of a sudden everybody wants to be an accountant.”

Of course, one does not have to be an accountant to see that borrowing almost a quarter of a billion dollars for a system near bankruptcy is irrational, especially when it involves a high-rate loan with no revenue stream to support the added burden. It is like a citizen spending wildly on a credit card without any means to pay the principal, let alone the interest.

The difference is that Johnson is risking insolvency for an entire city, suppressing creditworthiness and increasing the costs of future loans.

CPS itself teaches personal finance subjects to students, though it is so heavily laden with jargon that it is hard to tell it from a social studies class. The course description on “educating for equity” seems geared more to balancing societal shortcomings than personal budgets:

“Financial Education begins with students’ identities and memberships in our communities, extends into disciplinary inquiry-based, culturally sustaining instruction that educates for broad economic inclusion, mobility, critical examination of existing systems, and financially secure individuals and communities.”

In the meantime, Chicago is now facing a $1.15 billion shortfall and Johnson is calling for increasing taxes on the wealthy and businesses despite the fact that Chicago is losing both businesses and residents. The incoming citizens are largely immigrants, including undocumented immigrants, in the sanctuary city. That has driven expenditures even higher for the city while it loses businesses and residents needed for its tax base.

As a Chicagoan, I have no illusions about the city politics. There has never been reasonable fiscal policies in the city in my lifetime. However, Johnson has moved from the dismissive to delusional in ignoring the economic realities growing in the city.

When Doctors Act like Devils

Earlier this year, medical researchers from the University of Texas published the results of a bombshell study documenting the mental health impact of so-called “gender-affirming” surgery.  The study included nearly 110,000 male and female patients who were eighteen or older and diagnosed with gender dysphoria.  Among those patients observed, some underwent surgery, and some did not.

The results were clear: Two years after surgery, those who “transitioned” had “significantly higher” rates of depression, anxiety, substance abuse, and suicidal ideation.  This was true for both males and females.

The study’s authors were careful not to draw conclusions beyond the scope of the data: “Findings suggest the necessity for gender-sensitive mental health support following gender-affirming surgery to address post-surgical psychological risks.”  Pro-“trans” publications framed the research in sympathetic ways, with one insisting, “While affirming surgery remains a crucial step for many, this research highlights the urgent need for post-surgical mental health support.”

However, even those wary of jumping to conclusions recognize that the study underscores the risks to people who undergo “drastic, life-altering procedures” that “demand lifelong management.”  Too many patients are encouraged to make “irreversible changes” to their bodies with hormone therapy and surgery “only to regret” those changes in the next few years.

The Minneapolis “trans” terrorist who murdered praying children on their first day of school confessed in a manifesto, “I am tired of being trans, I wish I never brainwashed myself.”  He admitted that he disliked his long hair but felt cutting it would be an “embarrassing defeat.”  He wrote, “I hate my face” because it “never matches how I feel.”

The “trans” terror attack against Christians in Minnesota is an exclamation point to the University of Texas research that suggests that enabling people to believe they are something that they are not is dangerous both for those who suffer from delusions and those who are expected to interact with the delusional in real life.

Unfortunately, corporate news publications pretend not to see this connection.  On the contrary, the majority of corporate news stories that have been published since the “trans” terror attack in Minneapolis attempt to blame the victims.  If only American society had more completely embraced the delusions of the “trans” terrorist, these apologists for a child-murderer explain, the carnage never would have been necessary.  Christians, many pro-“trans” voices callously suggest, are the true culprits responsible for “trans” terrorism.  Because they acknowledge biological reality and encourage others to love God, Christians are viewed as threats to the “trans” community.

However else one feels about the issue of “transgenderism,” it seems reasonable to say that “trans” terrorism did not exist until the medical profession turned “trans-ing” into a profitable industry.  With experimental hormone treatments, pharmaceutical drugs, and surgeries sold as “solutions” for delusional men and women who wish to be something they can never be, biological lies now generate massive profits.  With left-wing medical institutions and government-subsidized health insurance insisting that these radical “treatments” are legitimate “health care,” the practice of butchering healthy bodies is applauded as “gender-affirming care.”

Once again, the “first, do no harm” army of white coats has chosen to justify harm for money.  To be fair, licensing boards, medical journals, and hospital systems that have gone all in on “trans” madness while branding skepticism “dangerous hate speech” have made it nearly impossible for medical professionals to resist this decade’s pre-eminent pseudo-science fad.  Only those doctors willing to defend real science, moral conscience, and the Hippocratic Oath while risking dismissal, social ostracism, and the loss of a medical license have demonstrated the requisite strength of character to speak out against intentional harm sold as “health care.”

This rush to betray scientific principles, medical ethics, and morality in the name of “trans” ideology eerily mirrors the medical industry’s support for abortion.  After fifty years of covering up the harms women suffer from abortion procedures and a massive cultural-political campaign to celebrate the murder of babies as a “constitutional right,” it is rare to find anyone in the medical profession willing to stand up for the lives of the unborn.

As is true of hormone therapy and so-called “sex change” surgeries for “trans” patients, competent medical scientists have long known that induced abortions often cause women long-term, if not permanent, harm.  A major research study back in 2013 examined the link between abortion and mental health risks.  It concluded, “There is no available evidence to suggest that abortion has therapeutic effects in reducing the mental health risks of unwanted or unintended pregnancy.”  On the contrary, following an abortion, a woman is 30% more likely to feel anxiety, 70% more likely to feel suicidal, 130% more likely to abuse alcohol, and 300% more likely to abuse drugs.  Additional studies suggest that women have an 85% increased risk of mental health problems after an abortion and that they are twice as likely to require psychiatric hospitalization.

These are not numbers that abortion lobbyists want women to know.  They prefer women to “shout their abortions” as if they were noteworthy accomplishments and to lie to emergency room doctors when they experience serious complications from abortion pills (so as to hide those statistics from the real world).  As writer Laura W. recently noted on Twitchy, mifepristone — a drug commonly used to induce abortion — negatively interacts with at least 671 other drugs and at least six diseases.  With regard to drug interactions, 364 can cause major harm and 285 can cause moderate harm.

Girls and young women who are encouraged to see abortion as some kind of “rite of passage” or badge of feminist “independence” are generally unaware of the serious physical dangers to their lives or likely mental side-effects they will experience from abortion.  On the contrary, those who celebrate abortion shamelessly describe it as “life-saving care.”

Last week the Democratic Women’s Caucus and Reproductive Freedom Caucus celebrated Planned Parenthood’s role in killing over sixty-five million children since Roe v. Wade legalized casual murder in 1973.  Congresswoman Rose DeLauro praised the abortion conglomerate for “saving women’s lives.”  Congresswoman Suzanne Bonamici thanked Planned Parenthood for “providing health care to people who need it.”  Amid the smiles, laughter, and festivities, no one mourned the deaths of millions of women whose lives were cut short before their births, and no one took the time to express sadness for the millions of women who struggle with mental health problems today because of past abortions.

Just as is true of “trans” butchery euphemistically called “gender-affirming care,” millions of Americans will continue to suffer because the medical industry covers up the harms linked to abortion and defends the killing of babies as “health care.”  It is difficult to say who is more monstrous — the politicians who sacrifice lives in pursuit of an ideological agenda or the medical professionals who disregard their oaths to do no harm in service to the corporations, political parties, and NGOs that offer them money and awards.

As Health and Human Services secretary Robert F. Kennedy, Jr. works to overhaul the CDC, the FDA, and all of the other public health agencies under his authority, self-described “experts” within the medical community are strenuously resisting his efforts to “make America healthy again.”  Medical doctors and scientists call for his resignation every day.  Regardless of their individual qualifications, it is important to remember that many of these same people called for mandatory injections with the experimental COVID “vaccines.”  They closed schools, forced toddlers to wear masks, and inflicted great harm on an entire generation’s childhood development.  They pushed for home confinement but made exceptions for Black Lives Matter protesters and “climate change” activists.  And most support “trans” surgeries and abortions for minor children without parental consent.

Doctors who behave like devils cannot be trusted to tell the truth.

Trump’s Crime-Fighting Surge: Polls Climb and the DC Swamp Panics

For years, the political establishment assured us that President Donald Trump’s poll numbers were “permanently underwater.”

Yet, here we are, watching him climb the approval ladder while critics look like Wile E. Coyote, clutching Acme dynamite.

According to a new Daily Mail/JL Partners poll, “the president is now tracking a 55 percent approval rating, according to the latest poll, with 45 percent disapproving.”

Going further, they note, “This is the highest approval figure we have ever shown for Donald Trump.”

An AP-NORC poll shows that crime handling is now Trump’s top strength, surpassing immigration and the economy, which the Left thought would corner him. Voters, it seems, prefer not just words but real action.

Specifically, Trump’s approval rating increased by five percentage points after he deployed federal troops to Washington, D.C., following his claim that Washington had "become one of the most dangerous cities anywhere in the world."

The Daily Mail reported, “Violent crime in the city is down 39 percent from a year ago. Robberies are down 57 percent, and motor vehicle theft is down 35 percent, according to data released by the police department.”

Nature abhors a vacuum. If city police departments neglect their duties, what else is left to do? Daddy Trump is now home, and the lazy or rebellious teenagers are being told to clean their rooms and do their homework.

Trump’s approval extends beyond crime fighting. The Daily Mail accurately observed

The U.S. economy expanded 3.3 percent in the second quarter, stronger than expected, and inflation remained stable. Consumer spending increased as well as personal incomes.

The stock market also grew, as the S&P 500 hit five new all-time records in August.

Trump opted against taking a vacation in August, remaining at the White House in Washington, D.C. instead.

The results appear to have paid off.

The Real Clear Politics average for Trump’s job approval is at 45 percent. In today’s political major leagues, 45% approval is like hitting .300 with the bases loaded. Most politicians would kill for that.

For comparison, congressional job approval hovers around the mid-20s according to the Real Clear Politics average. Trump is twice as popular as Congress. And after watching pharma-funded Senators screeching at RFK Jr during last week’s hearing, it’s surprising that Congress’s approval isn’t in the low single digits.

Was President Trump’s deployment of the National Guard a bold and necessary move or just political theater? It definitely caught people's attention, but also boosted his approval ratings. A Reuters/Ipsos poll shows only 38 percent of Americans support it, yet an impressive 76 percent of Republicans are fully on board.

Knowing your audience makes all the difference. Democrats are now the party of illegal alien criminal gangs, Venezuelan drug runners, and transgender shooters. Trump could eliminate crime, and Democrats would scream racism, fascism, Nazi, and White supremacy, meaning that their support for law and order is non-existent and not even worthy of polling.

Trump’s “law and order” mission persists in Chicago, and it might soon extend to Baltimore, Portland, or New Orleans. Yet some within his own party push back. Still, even opponents admit Trump is “doing something,” while they do nothing. For most voters -- those not suffering from Trump Derangement Syndrome -- law and order clearly outweighs murder and chaos.

Are any of Trump’s people or their initiatives harming the boss? It doesn’t seem that way.

RFK Jr.’s “Make America Healthy Again” pitch is catchy. Most Americans are less concerned about a Big Mac or a bowl of Fruit Loops than a stray bullet, and this is where Trump’s anti-crime message resonates.

Even so, RFK Jr is the most popular official in Trump’s cabinet, as CNN reluctantly reported. Americans value leaders who challenge corrupt institutions and practices rather than defend them. RFK Jr’s approval ratings will likely increase after he effectively confronted the corrupt and fossilized Senators in last week’s hearings.

Then there's the Epstein saga. Remember when the media believed the Epstein files would ruin Trump? That's no longer the case. If there had been any evidence of Trump in the “Epstein files," it would have been released by Obama or Biden to destroy Trump’s previous presidential campaigns.

There would have been no need for RussiaGate or rigged elections to undermine Trump’s presidential ambitions.

A Quinnipiac poll shows 44 percent of Republicans approve of how Trump handled the Epstein files, 34 percent disapprove, and 22 percent don’t care enough to have an opinion. Essentially, it’s just another stale talking point.

Trump is the only politician in a decade to mention the Epstein files. Many of his supporters want disclosure and transparency, letting the chips fall where they may. Others worry that the Garland DOJ altered the information to implicate Trump. Some may fear harm to Epstein’s victims from too much disclosure.

Lastly, many who associated with Epstein did so for financial reasons, as he was a wealthy and prominent investment manager, and genuinely fear guilt by association with Epstein’s sinister activities.

Since the Epstein revelations are irrelevant to most Americans' daily lives, many don’t care. But the slow rollout hints at another example of “the big club” shielding its members.

So why are Trump’s polling numbers rising? Because Americans are tired of chaos. Visit any big American city and see the mix of homelessness, feces, and used needles on the sidewalks, boarded-up storefronts, and other stores selling goods behind locked plexiglass with no one to open them.

Democrats can lecture on climate alarmism, vaccine fetishes, and gender transitioning, but none of it matters when your neighborhood feels unsafe. Trump’s approval is becoming a referendum on protection, not podium politics.

And honestly, on a political stage where Joe Biden can hardly form a sentence and Kamala Harris sips chardonnay along with her word salad, Trump looks like a rock star.

Here’s the bottom line for conservatives: results matter more than rhetoric. While the media hyperventilates about dictatorship, real Americans see something else, a leader willing to take action where Democrats won’t.

RFK Jr. can promote kale, the Left can squeal about Epstein, and the media can clutch their pearls, but none of it moves the needle. Trump’s rising numbers show one thing: people want safety in their homes and streets. Deliver that, and the polls will improve no matter how shrill the background noise.

So much for the myth that illegal aliens only take jobs Americans don't want ...

Last week's raid on a huge electrical battery plant in Georgia, netting 475 illegal aliens, put paid to the myth that those foreigners illegally present in our country only take jobs Americans don't want. Actually, they're like anyone else, and take the good jobs when they can get them.

According to the New York Times:

Immigration officials arrested nearly 500 workers, most of them South Korean citizens, at the construction site of an electric vehicle battery plant in Georgia on Thursday, as the Trump administration continues its far-ranging crackdown on illegal immigration.

The raid, which U.S. officials have called the largest-ever Homeland Security enforcement operation at a single location, stirred tensions with the South Korean government, a valued trade partner of the United States. It also revealed competing interests within the Trump administration between the president’s push to expand manufacturing in the United States and his aggressive efforts to crack down on immigration. The plant at the center of the operation was co-owned by the South Korean carmaker Hyundai.

U.S. immigration authorities said the detained employees — many of them hired by subcontractors to help finish the plant’s construction — were working or living in the United States illegally.

Here's what ran in the press last year at the announcement of the LG plant with its large foreign investment:

Georgia and southeast coastal counties are subsidizing Hyundai and its suppliers in the form of $2.1 billion in tax breaks, construction costs, discount land and other perks, a deal that Gov. Brian Kemp announced would produce good-paying jobs for hard-working Georgians.

The largesse comes with conditions. Hyundai Metaplant, the LG joint-venture battery facility, and five affiliated Hyundai suppliers must together invest $5.545 billion and hire at least 8,500 workers by 2031 at an average annual yearly salary of $58,105. Those jobs must be retained until 2048.

Instead of hiring Americans at those living-wage salaries, they hired illegals from their home country, with LG saying it was just the work of rogue subcontractors and they didn't know a thing about it otherwise.

Kind of dubious.

It calls attention to illegals taking good-paid jobs that Americans want, but it also calls attention to another problem, described by AT contributor Brian Wink last week -- that, employers are actually incentivized by the tax system to hire foreign over domestic workers, even if they have legitimate visas.

In his very well-researched piece, Wink wrote:

That is, the foreign non-resident worker, a class of employee that is hired under several different visa programs, each offering their corporate sponsors a privilege over hiring American workers.

One such privileged program is the F-1 OPT visa worker. F-1 visas are those granted to foreigners studying in the U.S. After graduating from university, these visas can be used for employment in the U.S. via OPT, optional practical training. They give a standard one year of eligibility, but they can be extended to three years for STEM graduates.

These foreign grads are preferred over U.S. grads due to a shocking tax bias, they are not subject to FICA taxes! Neither they, nor their employer, are charged Social Security or Medicare taxes during their F-1 OPT employment. This makes them hireable at a 15.3% discount over Americans.

So the corporation is given a tax benefit for reducing the American citizen employment base, the very base that keeps Social Security and Medicare solvent.

If they're hiring illegal over even visa workers, one wonders what kind of cash they were saving for themselves even as American taxpayers subsidized their venture. Were they paying all relevant taxes, or were they falsely claiming tax exemptions, or what was going on?

The bottom line here is this incident, the result a longtime investigation by ICE, illustrates that at a minimum, illegals were taking good-paying jobs meant for blue-collar Americans and leaving them to perform menial jobs if they could get them.

President Trump has supported the raids, but responded with equanimity in allowing the company to right the matter by sending their own jet to repatriate the illegals and allow them to come back legally with all the right paperwork.

The issue, though, remains. Not every job taken by an illegal is picking strawberries or waiting at Home Depot for spot jobs, or cleaning houses.

Investment firm partners with S&P to create Christian values index fund

A faith-based investment firm partnered with S&P Dow Jones Indices to create a new index and exchange traded fund (ETF) that will cater to evangelical Christian investors.

Bountiful Financial and S&P Dow Jones collaborated to create the S&P 500 Christian Values Screened Index, which the firms announced as the first in a suite of indices tailored for evangelical Christian investors.

"We are proud to empower Christian investors around the world to live with greater integrity by aligning their investments with their values," said David Friedman, head of Christian investment solutions at Bountiful Financial. "The launch of this flagship Index in collaboration with S&P DJI underscores our commitment to democratizing faith-driven investing."

The new Christian values index fund will screen out companies based on their involvement in activities like abortion, stem cell research, adult entertainment, predatory lending, recreational cannabis, gambling, tobacco and violent video games.

Once the index excludes companies that are ineligible on those grounds, sector adjustments are made to keep the index aligned with the broader S&P 500 to reduce tracking error.

The investment firm is planning to launch ETFs and other financial products that track the S&P 500 Christian Values Screened Index later this year.

Bountiful Financial CEO Reid Steadman said the new index is the "product of a year of thoughtful collaboration with S&P DJI," adding that, "In a world where values matter more than ever, Christian investors deserve tools that support both their financial and spiritual goals."

Bountiful Financial has previously created several thematic index funds, including indexes oriented around the values of the Roman Catholic and Latter-Day Saints faiths.

Cameron Drinkwater, chief product officer at S&P Dow Jones Indices, said that the firm "is pleased to collaborate with Bountiful Financial to expand our faith-based indices, which are designed for market participants seeking tools to align their religious beliefs with their investing strategies."

"The S&P 500 Christian Values Screened Index joins our market-leading faith-based benchmark suite, highlighting S&P DJI's ongoing commitment to this space," Drinkwater added.
