Expect the most polluted election ever as MSNBC redefines ‘Russia hoax.’

By Holman Jenkins Jr.

When AP reports that “Putin says Russia prefers Biden to Trump, calling the US president more experienced and predictable,” how should we interpret this? Vladimir Putin hopes to help Donald Trump by tainting Joe Biden? Or by reminding Americans of his past meddling, Mr. Putin’s actually helping Mr. Biden?

Or maybe he really just wants to signal to a Russian audience that he’s not depending on Mr. Trump for a Ukraine resolution?

Get ready for the most polluted election in American memory.

Here’s CNN: “US intelligence officials are watching closely to see if the United States’ support for Ukraine will lead the Russian government to take more risks in potentially interfering in the 2024 presidential election. . . . President Joe Biden’s reliable backing of Kyiv—might be an ‘animating event for the Russians,’ the FBI official said at a briefing with reporters.”

That word “reliable” might have them rolling their eyes in Kyiv.

Adds CNN: “Russia could be motivated to more aggressively meddle in the 2024 election than it did in 2020. But US officials have not publicly identified any examples of that happening yet.”

But I just identified one—Mr. Putin declaring for Mr. Biden in the 2024 election. I identified another recently, Russia using its foreign ministry apparatus to circulate accusations that a company Hunter Biden worked for, Burisma, financed terrorism inside Russia.

This latter claim, promoted through diplomatic channels as deliberate, undisguised Russian policy, is the kind of meddling the U.S. press loves to report. It goes unreported, perhaps because it would remind U.S. voters of the Hunter mess, something Biden supporters don’t want the U.S. public reminded of.

Ask yourself: Which has a bigger effect on our politics? A Russian propaganda video among millions of social media videos posted daily? Or the New York Times and MSNBC touting the video to their influential audiences last week as a Kremlin effort to inflame U.S. politics?

In 2017, Obama intelligence leaders testified that Russia deliberately sought to call attention to its meddling.

Last year, led by NYU researchers, yet another study confirmed that Russian propaganda had zero effect on the 2016 election even as exaggerated and disingenuous claims of Kremlin influence had an incalculable effect on our politics.

Certainly Russian trolls can figure out MSNBC’s business model. Out of the whole melange last week, the one element that most bespoke a clear propaganda purpose was Joe Scarborough’s redefinition of “Russia hoax.” Now, on one channel at least, it means falsely denying the existence of Russian propaganda campaigns (which I’ve never heard anyone do) rather than the documented circulation by the media, Democrats and FBI of false evidence against the Trump campaign.

Look, as I’ve said for nearly 20 years, contemplating a nuclear-armed mafia state isn’t pleasant for American policymakers. Every president has attempted Putin outreach, including Messrs. Trump and Biden.

It also wasn’t news that other governments take an interest in our elections, and that they have access to the internet.

But the giant, fibrillating, man-bites-dog change has been the weaponization of Russia relations in our domestic politics, and not to manage our Putin risk or advance U.S. foreign policy.

Imagine 2020 had turned out differently and it was Mr. Trump who revived Nord Stream II, awarded Mr. Putin the plum of a presidential summit, and said a “minor incursion” in Ukraine might go unpunished. It was a Trump administration that predicted a quick Russian victory, urged the Zelensky government to flee and held back weapons.

In 2017, I fretted about the then-new “Russia interference racket,” about how our sickly elites had become “uninhibited in exploiting” a deadly nuclear rival for shallow partisan purposes. (This was before 51 former intelligence officials lied to the American people about the Hunter Biden laptop.)

I’m waiting for the wise person of either party, a role once played by Sam Nunn for the Democrats, to say we have exceeded all restraint in this regard. I’m waiting for the Abe Rosenthal or Ben Bradlee who sees that reporting accurately on such matters isn’t inconsistent with reporting on Mr. Trump’s own recklessness and irresponsibility.

Voters can recognize both that there’s a problem here and Mr. Trump isn’t the solution. But commentators also never cottoned on to the biggest Trump novelty, from day one placing foreign policy at the center of his pitch.

Voters aren’t supposed to care about foreign policy. He invited his deplorables to ask whether it was serving their interests. The savagery and recklessness of the establishment attack on Mr. Trump strikes me as not unconnected to this fact. In Ukraine, I also suspect, they reaped the whirlwind. Now Mr. Trump may be coming back and we would be idiots—true idiots—not to see his political resurrection since Jan. 6 as largely his enemies’ doing.

A psychiatrist will have to explain why his opponents allowed themselves to be caught red-handed fabricating discrediting material about Mr. Trump (e.g., the Steele dossier) when he supplied them so much authentically discrediting material gratis.

In the meantime, it’s heartening that Democrats are again talking about replacing Mr. Biden before Election Day.

Cracks In The Armour Of The Resilient Consumer

 by Robert Burrows via BondVigilantes.com,

Consumption spending accounts for approximately two-thirds of the US economy. It is vital that we understand the dynamics of the consumer because if the consumer falters, so does the US economy, which has far-reaching consequences. The surprising resilience of the US consumer in the face of a pandemic and then rising interest rates has surprised many. This resilience is a function of multiple factors, including a strong labour market, accumulated savings, wage growth, and government support, to name a few. The first and most important factor is the labour market, which has remained robust with low unemployment and steady job creation.

Israel Recalls Ambassadors From Spain, Norway, & Ireland Over Recognition Of Palestinian State

The decades-long cause to push toward establishing a state of Palestine has just gotten a big boost out of Europe, as the countries of Norway, Ireland, and Spain announced Wednesday that they would recognize a Palestinian state.

They are the latest to join some 140 countries globally, which constitute more than two-thirds of the United Nations, who recognize a Palestinian state. The formal recognition will take place May 28, and comes as the official Palestinian death toll put out by Gaza's Health Ministry approaches 36,000 since Oct.7.

This is also yet another blow to Israel's reputation on the world stage coming the very same week the International Criminal Court (ICC) in The Hague issued an arrest warrant for Prime Minister Netanyahu and his defense chief.

Norway led the announcement among the three countries, with Norwegian Prime Minister Jonas Gahr Støre saying, "In the midst of a war, with tens of thousands killed and injured, we must keep alive the only alternative that offers a political solution for Israelis and Palestinians alike." He declared this means "Two states, living side by side, in peace and security."

Shortly following this Irish Prime Minister Simon Harris said from Dublin that this move will "offer hope and encouragement to the people of Palestine at one of their darkest hours."

And Spanish Prime Minister Pedro Sánchez in an address to parliament sought to emphasize that "This recognition is not against anyone, it is not against the Israeli people." He characterized that it is "an act in favor of peace, justice and moral consistency."

Israel's reaction has been fierce and swift, with Foreign Minister Israel Katz confirming he immediately recalled Israel's ambassadors to Oslo, Dublin and Madrid while ordering a "severe Démarche" all of their envoys in Israel.

"History will remember that Spain, Norway, and Ireland decided to award a gold medal to Hamas murderers and rapists," Katz said.

Head of the Palestinian Authority in the West Bank, President Mahmoud Abbas, hailed the three countries' recognition and urged all other nations to "recognize our legitimate rights and support the struggle of our people for liberation and independence."

Norwegian Foreign Minister Espen Barth Eide in follow-up told the Associated Press, "We used to think that recognition would come at the end of a process." He added: "Now we have realized that recognition should come as an impetus, as a strengthening of a process."

Meanwhile, Israel plans to continue hitting back against what it sees as essentially a 'reward' for terrorism. The Times of Israel announced Wednesday in a headline"Footage to be released of abduction of soldiers Liri Albag, Karina Ariev, Agam Berger, Daniella Gilboa, Naama Levy."

Pfizer targets $1.5 billion in savings by 2027 as it streamlines operations

U.S. drugmaker Pfizer said on Wednesday it had launched a multi-year program to reduce expenses and aims to save about $1.5 billion in costs by the end of 2027.

The program will include operational efficiencies, network structure changes, and product portfolio enhancements, the company said. It expects to realize some cost savings from the program in 2025.

The one-time charges related to the first phase of the program are expected to be about $1.7 billion, Pfizer said in a regulatory filing, adding it expects to record a majority of that this year.

Pfizer launched a $4 billion cost-cutting program in late 2023.

Discretionary Spending Tumbles at Target, Shares Drop 10 Percent

Target CEO Brian Cornell said the results show “continued soft trends in discretionary categories.”

Target Shares Tumble 10 Percent

CNBC reports Target Shares Tumble 10% as Consumers Buy Fewer Groceries and Home Goods

Earnings per share were $2.03 vs. $2.06 expected.

Target on Wednesday posted a year-over-year sales decline and missed Wall Street’s earnings estimates, as consumers fatigued from high prices bought both fewer discretionary items and groceries.

On a call with reporters, CEO Brian Cornell said the company’s results reflect “continued soft trends in discretionary categories.”

Target also announced Monday it was cutting prices on thousands of everyday items, including milk, bread, paper towels and diapers.

The cheap chic retailer has been particularly hurt by the dynamic because it gets less of its sales from food than rival Walmart, which draws about 60% of its U.S. sales from groceries. That compares with roughly 20% at Target.

Comparable sales, also called same-store sales, tumbled 3.7%, as shoppers bought beauty items but less of other discretionary categories like apparel and home. Discretionary merchandise wasn’t the only part of the store under pressure. Sales in frequency categories, food and beverage and beauty and household essentials, declined by low single digits, Chief Growth Officer Christina Hennington said on a call with reporters.

Are Consumers About to Throw in the Towel?

Data from the Commerce Department, chart by Mish.

We had an advance hint at Target weakness,

On May 16, I commented Retail Sales Fall Flat, Are Consumers About to Throw in the Towel?

Nominal retail sales were flat this month but real sales fell 0.3 percent because the CPI rose 0.3 percent.

Eventually, consumer spending will give way. Whether the time is now remains to be seen.

Real vs Nominal Advance Retail Sales Percent Change From Year Ago

On a year-over-year basis, real retail sales have been negative 12 out of the last 15 months.

The vaunted consumer is much less than portrayed.

Nearly 70% Of Gaza Aid From US-Built Pier Stolen

by Joshua Marks via The Gatestone Institute,

Close to three-fourths of the humanitarian aid transported from a new $320 million floating pier built by the U.S. military off the Gaza coast was stolen on Saturday en route to a U.N. warehouse, Reuters reported on Tuesday.

Eleven trucks "were cleaned out by Palestinians" on the journey to the World Food Programme warehouse in Deir El Balah in the central Strip, with only five truckloads making it to the destination.

"They've not seen trucks for a while," a U.N. official told Reuters.

"They just basically mounted on the trucks and helped themselves to some of the food parcels."

According to the United Nations, no aid was delivered to the warehouse from the U.S. military's pier on Sunday and Monday.

The United Nations said that 10 truckloads of food aid from the pier arrived at the warehouse on Friday, its first day of operation. It was transported by U.N. contractors.

"We need to make sure that the necessary security and logistical arrangements are in place before we proceed," said the U.N. official.

According to Israeli estimates, Hamas has been stealing up to 60% of the aid entering the Gaza Strip, and a Channel 12 report last week revealed that the terrorist organization has made at least $500 million in profit off humanitarian aid since the start of the war on Oct. 7.

The pier was pre-assembled at the Israeli port of Ashdod before being anchored to a beach in the coastal enclave on Thursday. No American troops went ashore during the installation of the pier, according to U.S. Central Command (CENTCOM). Some 1,000 U.S. soldiers and sailors helped build the floating pier.

The Israel Defense Ministry's Coordinator of Government Activities in the Territories (COGAT) unit announced on Saturday that "hundreds of pallets of humanitarian aid" and more than 160,000 liters of fuel had entered via the pier.

Vice Admiral Brad Cooper, deputy commander of CENTCOM, said that the goal is for 500 tons of humanitarian aid, or 90 trucks, to pass into Gaza through the pier daily, eventually increasing to 150 trucks a day.

CENTCOM tweeted early Tuesday that over 569 metric tons of humanitarian assistance has been unloaded from the pier so far.

Reuters also reported that "food and medicine for Palestinians in Gaza are piling up in Egypt because the Rafah crossing remains closed."

Israel took operational control of the crossing weeks ago, but Cairo so far has refused to cooperate with Israeli authorities to facilitate the entry of aid through Rafah. The Israeli government wants to allow aid into Gaza through the crossing but is unable to do so without Egyptian cooperation.

Israeli Foreign Minister Israel Katz last week placed the responsibility for averting a humanitarian crisis in the Gaza Strip squarely on the shoulders of Egypt.

Katz said he had spoken with his British and German counterparts "about the need to persuade Egypt to reopen the Rafah Crossing to allow the continued delivery of international humanitarian aid to Gaza."

While the world places the responsibility for Gaza's humanitarian situation on Israel, he added, "the key to preventing a humanitarian crisis in Gaza is now in the hands of our Egyptian friends."

Meanwhile, COGAT on Thursday approved the resumption of commercial trade between Israel and the Gaza Strip, with truck deliveries starting the following morning, Israel's Walla! News outlet reported on Sunday.

According to the report, 150 trucks loaded with produce from Israel—not aid—crossed into Gaza, intended for merchants who purchased the produce, which is "intended for Hamas members and the civilian population."

Otsuka pulls plug on Alzheimer's agitation drug after 2nd failed trial

Otsuka Pharmaceutical is packing up an Alzheimer’s disease med after a phase 3 study failed to move the needle on measures of agitation associated with dementia.

The results were originally issued in February, with Otsuka reporting that AVP-786 did not achieve the primary endpoint that measured a change in baseline on a rating scale of agitation compared with placebo. The therapy had been under development through Otsuka’s U.S. subsidiaries for agitation associated with dementia due to Alzheimer's.

At the time, Otsuka did not have full details of the study to present. In announcing the termination of AVP-786 today, the Japanese pharma is still keeping those details under wraps.

AVP-786 has traveled a bumpy path through the clinic, including failing a different phase 3 trial in 2019. That disappointment for the NMDA receptor antagonist came just months after Otsuka posted positive results for AVP-786 in a separate phase 3 trial.

Otsuka acquired AVP-786 from CNS specialist Avanir Pharmaceuticals in a 2015 buyout worth $3.5 billion. Also coming in that deal was Nuedexta, a treatment approved in 2010 for pseudobulbar affect (PBA), a rare disorder that causes outbursts of laughing or crying that accompany some neurological conditions.

Nuedexta uses the same chemical compound—dextromethorphan hydrobromide and quinidine sulfate—as AVP-786. Otsuka also investigated AVP-786 in early-stage trials for intermittent explosive disorder, schizophrenia and traumatic brain injury.
