European Union members agreed to provide Ukraine with €90 billion in loans for 2026 and 2027, EU President Antonio Costa announced.
The financing plan relies on collective borrowing through the European Commission, using the bloc's own shared budget rather than direct national contributions. "We committed, we delivered," Costa wrote in a post on X, after announcing the deal.
The announcement came after hours of negotiations in Brussels that followed weeks of stalled talks over whether frozen Russian assets could be used to back aid.
