EU fails to reach deal on Russian assets plan

 European Union leaders ended talks in Brussels without agreeing on a plan to use frozen Russian assets to finance aid for Ukraine.

After 14 hours of negotiations, officials said discussions will continue, while a temporary proposal involving joint borrowing is being weighed. The plan would channel €90 billion to Kiev over two years.

Leaders also failed to advance a separate agenda item, a trade deal with Mercosur, after thousands of farmers protested in the Belgian capital.
