NYC flooded with illegal flavored vapes from China despite ban to protect kids: study

The Big Apple is being flooded with illegal flavored e-vapes made in China after banning the smokes’ sale in 2020 to prevent youths from getting hooked on their addictive nicotine, a new study shows.

Atria, which sells disposable legal vapes under the label Njoy, commissioned the market research group WSPM to survey more than 100 locations and neighborhoods through the city’s five boroughs.

The workers collected empty discarded packets from the street and garbage bins from Feb. 1 through March 21 of this year.

Of the 2,000 discarded vape samples collected, 99% were exported from China, and 99% were flavored — which is outlawed.

China-based Air Bar Disposable’s vapes accounted for half of all of the disposed packs collected, said the survey, which was obtained by The Post.

Other discarded packets of e-cig brands found included EBCreate  with 6.8% of the total,  BREEZE SMOKE with 5.3% and LAVA Plus with 4.6%.

“This study shows how illicit flavored disposable vapes have flooded the entire state, including brands cited as most popular with kids,” said Altria spokesman David Sutton.

“We strongly support greater enforcement efforts in New York to get these illicit products out of the market,” he added.

The illicit sales take a chunk of the legal market for companies playing by the rules, such as Altria and convenience stores who sell allowed vapes.

The survey collected samples of discarded vape packets from 82 zip codes and 106 locations throughout the city — including 612 from Brooklyn, 510 in Queens, 380 from Manhattan, 368 from the Bronx and 150 from Staten Island — but industry experts said the issue is even more widespread.

“We’re not just having this problem of banned vapes being sold in the city — it’s the entire state,” said Kent Sopris, president of the New York State Association of Convenience Store owners.

“We can’t have products banned when there is no enforcement mechanism. They have done nothing on the vape front. I don’t know why,” Sopris said.

The city’s sheriff office and the NYPD, as part of their crackdown of illegal cannabis shops, have discovered that some of the illicit operators are also selling the banned flavored vapes.

Sopris said he hopes law enforcement and cannabis regulators will make enforcing the ban on illegal vapes a priority, too.

A NYSACS poll released earlier this year found a majority of Empire State residents said government officials were doing a crummy job in enforcing the flavored-vapes ban.

Federal regulators also sent warning letters last year to Chinese-based firms responsible for two popular flavored disposable e-cigarette products —Shenzhen Innokin Technology Co. Ltd., which make Esco Bars products and Breeze Smoke, LLC, which import and distribute Breeze products.

“These firms have been manufacturing, distributing, and/or importing unauthorized tobacco products in the United States,” the FDA said.

Brian King, director of the FDA’s Center for Tobacco Products, said, “The science clearly shows that a majority of youth who use e-cigarettes report that the products they are using are disposable and flavored.

“Given their appeal to youth, these products are a priority for FDA compliance and enforcement action.”

An Adams spokesperson said the administration is on the case.

“We are facing an epidemic of e-cigarette and vape use among young people, and we will not stand by while manufacturers and wholesalers supply our city with illegal, harmful products that target our most vulnerable New Yorkers — children,” the City Hall spokesperson said.

“The city has already taken action against 15 wholesalers for their part in the illegal sale of flavored disposable e-cigarettes, and, just yesterday, the Sheriff’s Office and NYPD tackled a major distributor with millions of dollars worth of illegal vape products from foreign distributors that were ending up in bodegas, smoke shops, and other retailers across the city. We know where these illegal products are coming from, and we are doing our part to stop them.”

“Part of protecting public safety means protecting the health of New Yorkers, including our most vulnerable – our children – and this administration is committed to enforcing the law when it comes to illegal vape sales,” Adams said when announcing the lawsuit last month.

“We will not stand by and allow this greedy, harmful, and openly illegal behavior to continue.”

A spokesperson for Gov. Kathy Hochul responded, “We take this issue seriously and will work closely with our partners at the city level to review and address it.”

Hochul’s office noted the use of vapes/e-cigarettes among high school-aged youth in New York declined from a peak of 27.4% in 2018 to 18.7% in 2022, per state Department of Health data.

Joe Biden visits Hallie Biden days before she testifies in Hunter Biden gun trial

 President Biden made a surprise nighttime visit to the Delaware home of Hallie Biden on Sunday — just before she’s due to serve as one of the most important witnesses at first son Hunter Biden’s federal trial for alleged gun crimes.

Biden stopped by Hallie’s home around 8 p.m. for a brief private talk eight days before the 54-year-old first son’s trial is scheduled to stand trial beginning June 3.

Hallie dated Hunter at the time of his alleged gun crimes and is one of a dozen expected witnesses.

Hunter and Hallie Biden, pictured in Mexico in 2017, began an affair shortly after his brother Beau Biden died of cancer.

She was married to the president’s son Beau Biden, who died in 2015 of brain cancer, before her relationship with his troubled younger brother.

Prosecutors allege Hunter lied about his drug use on gun purchase forms and then briefly illegally possessed at least one weapon — which Hallie disposed of in a public dumpster in 2018.

The White House did not disclose the reason for the president’s brief visit around 8 p.m.

Although many commentators noted the awkward optics due to the looming trial, the visit came four days before the anniversary of Beau’s death.

The first son faces the possibility of prison time in his first of two scheduled criminal trials.

Hunter is also set to stand trial in Los Angeles in September for allegedly failing to pay more than $1.4 million in federal taxes from 2016-2019.

In February 2018, Hunter was spending $7,000 as month in rent for a home in Annapolis, MD, which he was sharing with his love Hallie Biden — his brother Beau’s widow.

The pair of criminal trials follow an alleged Justice Department coverup to shield the Biden family from liability for foreign business dealings in which Joe Biden played a recurring role.

Hunter agreed to a probation-only plea deal to the gun and tax crimes last June, but walked away from the “sweetheart” bargain at a July court hearing at which his attorneys demanded broad immunity of past conduct, including violations of the Foreign Agents Registration Act, which could implicate his father.

Hunter’s alleged illegal firearm was thrown a trash bin by Hallie Biden, the first son said in text messages obtained from his abandoned laptop.

The 81-year-old president, an attorney and former law school instructor, has boasted of his past legal exploits — with the serial embellisher telling Howard Stern last month that as a young lawyer he had worked on “a couple murder cases,” though none are publicly known.

Hunter Biden used Sandy Hook memorial to coordinate meet with dad Joe, Chinese biz partner: docs

 Hunter Biden used his dad’s appearance at a Sandy Hook shooting memorial event to coordinate a previously unknown planned meeting between the former vice president and a Chinese business partner, newly unveiled texts showed.

On Dec. 12, 2017, Hunter messaged CEFC executive Liu Yadong on WeChat to arrange a meeting with his powerful dad, documents released this week by the House Ways and Means Committee revealed.

“Can you meet this evening early,” Hunter wrote in the messages obtained by IRS investigators.

“My father will be in New York also and he wants me to attend the Sandyhook [sic] memorial service with him and I would like him to meet you along with my uncle [Jim Biden] and then you and I can talk let me know if that works.”

“No problem,” Liu replied. “Pls let me know where and when to meet.”

It was not immediately clear if Biden and Liu actually met that night.

Despite repeatedly insisting his family earned no money from China, the president featured prominently in first son Hunter and first bother James Biden’s multimillion-dollar relationship with CEFC, with most of his known alleged interactions happening in 2017 shortly after he left office as vice president.

Joe Biden played a similar supporting role in Hunter’s dealings with Chinese state-backed fund BHR Partners, which was registered just days after the father-son duo landed in Beijing aboard Air Force Two in 2013.

The newly revealed texts between Hunter Biden and Liu came after several months of back-and-forth over the Biden clan’s involvement in a deal with CEFC – which has ties to the Chinese government – in exchange for a cool $10 million per year.

That May, one of the family’s partners, James Gilliar, penciled in a 10% cut for the “big guy” as part of a joint venture with CEFC. Multiple former Biden family associates say the term refers to Joe Biden, including Tony Bobulinski, who says he had two conversations with Joe Biden that month.

In July 2017, Hunter Biden sent a stony message to CEFC official Runlong Zhao demanding an update on the project — and pointing out his dad’s involvement — as the powerful US political family moved to cut out its other non-Chinese partners from the cash flow.

“I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled,” Hunter shot off.

Within 10 days of Hunter’s threatening July text message invoking his dad, CEFC wired $5.1 million to accounts linked to Hunter and his uncle James.

The future president’s brother in turn sent $40,000 of the haul to Joe Biden as part of an alleged loan repayment, James Biden admitted this February.

In August 2017, Hunter boasted to another CEFC associate that his well-connected family was “the best I know at doing exactly what the [CEFC] Chairman wants from this partnership.”

Joe Biden also was name-checked in an October 2017 email about helping CEFC purchase US natural gas. The communication named him as a participant in an upcoming call on the topic.

The messages published this week as part of a flurry of unsealed documents also included photos of Liu Yadonog’s business card, which listed him as CEO of CEFC Global Strategic Holdings.

The messages were obtained when IRS investigators Gary Shapley and Joseph Ziegler obtained a search warrant for Hunter Biden’s iCloud account – meaning that they were stored separately from the messages extracted from his abandoned laptop, Ziegler wrote in an affidavit.

The stack of damning documents was turned over to the House Ways and Means Committee as evidence that Hunter may have been lying when he testified before Congress in February.

At the time, Hunter claimed that the threatening message to Runlong Zhao was part of a string of drunk texts to the wrong person.

“Hunter Biden lied about the recipient of a WhatsApp message sent with the apparent intention to threaten a business associate and demand payment,” committee chairman Jason Smith alleged on Wednesday.

Coya Therapeutics concludes Phase II Alzheimer’s therapy trial

 Coya Therapeutics has announced the conclusion of a Phase II clinical trial investigating low-dose interleukin-2 (LD IL-2) for the treatment of mild-to-moderate Alzheimer’s disease (AD).

Supported by the Gates Foundation and the Alzheimer’s Association, the randomised, double-blind, placebo-controlled controlled study is being conducted at Houston Methodist Hospital in the US.

The study is aimed at assessing the safety, tolerability, and biological activity of LD IL-2 in mild-to-moderate AD patients.

It will also assess the effects of LD IL-2 on blood and cerebrospinal fluid biomarkers, neuroimaging data, and changes in cognitive function.

The study involved 38 AD patients who were given either LD IL-2 or a placebo over 21 weeks, followed by a nine-week follow-up.

Previous findings from an open-label, proof-of-concept study indicated that LD IL-2 treatment significantly expanded the regulatory T cell (Treg) population and function in eight AD patients.

The mean (SD) percentage of Tregs rose to 8.68 at the end of treatment from 4.55 at baseline.

Additionally, the same study showed a significant improvement in Mini-Mental State Examination scores during the treatment phase.

The LD IL-2 treatment was found to be well-tolerated, with the most common adverse events being mild injection-site reactions and leukopenia.

No serious adverse events or patient discontinuations were reported in the study.
