The European Union is nearing an agreement on how Ukraine can use the proceeds from a €90 billion ($108 billion) loan from the bloc, particularly with regard to how non-EU countries can participate in purchases that use funds from the loan.
Some member states are pushing for non-EU countries to have to pay an up-front fee to enter into a contract with Ukraine when money from the loan is involved, according to people familiar with the discussions.
