Trump to revoke legal status for 240,000 Ukrainians as US steps up deportations

 President Trump’s administration is planning to revoke temporary legal status for some 240,000 Ukrainians who fled the conflict with Russia, a senior Trump official and three sources familiar with the matter said, potentially putting them on a fast track to deportation.

The move, expected as soon as April, would be a stunning reversal of the welcome Ukrainians received under President Joe Biden’s administration.

The planned rollback of protections for Ukrainians was underway before Trump publicly feuded with Ukrainian President Volodymyr Zelensky last week.

Department of Homeland Security spokesperson Tricia McLaughlin said the department had no announcements at this time. The White House and Ukrainian embassy did not respond to requests for comment.

A Trump executive order issued on January 20 called for DHS to “terminate all categorical parole programs.”

The administration plans to revoke parole for about 530,000 Cubans, Haitians, Nicaraguans and Venezuelans as soon as this month, the Trump official and one of the sources familiar with the matter said, requesting anonymity to discuss internal deliberations.

The plan to revoke parole for those nationalities was first reported by CBS News.

Migrants stripped of their parole status could face fast-track deportation proceedings, according to an internal ICE email seen by Reuters.

Immigrants who cross the border illegally can be put into the fast-track deportation process known as expedited removal, for two years after they enter. But for those who entered through legal ports of entry without being officially “admitted” to the US — as with those on parole — there is no time limit on their rapid removal, the email said.

The Biden programs were part of a broader effort to create temporary legal pathways to deter illegal immigration and provide humanitarian relief.

In addition to the 240,000 Ukrainians fleeing the Russian invasion, and the 530,000 Cubans, Haitians, Nicaraguans and Venezuelans, these programs covered more than 70,000 Afghans escaping the Taliban takeover of Afghanistan.

An additional 1 million migrants scheduled a time to cross at a legal border crossing via an app known as CBP One.

Thousands more had access to smaller programs, including family reunification parole for certain people in Latin America and the Caribbean.

Trump as a candidate pledged to end the Biden programs, saying they went beyond the bounds of US law.

The Trump administration last month paused processing immigration-related applications for people who entered the US under certain Biden parole programs — placing Ukrainian Liana Avetisian, her husband and her 14-year-old daughter in limbo. Avetisian, who worked in real estate in Ukraine, now assembles windows while her husband works construction.

The family fled Kyiv in May 2023, eventually buying a house in the small city of DeWitt, Iowa. Their parole and work permits expire in May. They say they spent about $4,000 in filing fees to renew their parole and to try to apply for another program known as Temporary Protected Status.

Avetisian has started getting headaches as she worries about their situation, she said.

“We don’t know what to do,” she said.

Rafi, a former Afghan intelligence officer who asked to be identified only by his first name to protect family members still in Afghanistan, entered the US legally in January 2024 using the CBP One mobile app at the US-Mexico border.

He was given temporary humanitarian parole status that allowed him to live and work in the United States for two years.

On February 13, just over a year into that status, he was detained at a check-in appointment at an ICE office in Chantilly, Virginia. His status was revoked.

In Afghanistan, Rafi was trained by American officers and provided intelligence on “high value targets,” according to an October 2022 recommendation letter.

“As a result of his active efforts against the enemy, he is currently in extreme danger, and in need of assistance in departing the country,” the former CIA officer who trained him wrote.

The officer described Rafi as “truly one of the most dedicated and hardworking individuals I had the honor to serve with in Afghanistan.” Reuters reviewed the letter but was not able to reach the officer.

In the United States, Rafi applied for asylum and was scheduled for a hearing before an immigration judge in April.

At his February ICE check-in — one of the conditions for his temporary status — he was asked to remove his belt and shoelaces, he said. He knew immediately what was happening, he said, and still, he asked: “Are you arresting me? I have broken no law.”

Rafi said he felt betrayed.

“When someone stands shoulder to shoulder with American troops and puts his life in danger…,” he said in a phone call from detention, his voice shaking.

“I wasn’t expecting this behavior from them. I wasn’t expecting it.”

On February 24, his lawyer wrote to ICE asking it to release her client, noting his lack of a criminal record, that he was not a flight risk and had an active asylum case related to his work supporting the US military in Afghanistan.

James Mullan, the assistant field office director at ICE’s Washington field office, responded that ICE was declining to release him.

“The priorities that you mentioned in your email ended on January 20, 2025,” Mullan wrote, referring to the date of Trump’s inauguration.

 A U.S. government agency said on Thursday the Biden administration's approval of California's landmark plan to end the sale of gasoline-only vehicles by 2035 is not subject to review and potential repeal by Congress.

Last month, the U.S. Environmental Protection Agency under President Donald Trump sent the approval to Congress saying it was properly considered a rule under the Congressional Review Act. The Government Accountability Office said the decision should be considered an order and is not reviewable.

Trump: If NATO Countries Don't Pay Fair Share, US Won't Defend

 Update(1535ET)President Trump has on Thursday afternoon warned allies that if NATO countries don’t pay their fair share they won’t be protected. His words come as European leaders, as well as some US politicians, are worried the Atlantic alliance is becoming weaker than ever, and that Article 5 collective defense is in peril.

Trump has repeatedly lashed out at NATO countries not meeting their current two percent spending goal while the unfair burden falls on United States, which spends 3.4% cent of its GDP on defense.

Update(1222ET): The White House has paused both weapons shipments to Kiev as well as intelligence-sharing, given that so far President Zelensky has refused the sign Trump's minerals deal while complaining it doesn't contain clear and firm security guarantees. 

Rather than back down, it appears Trump has just piled on yet another big demand on Ukraine, ramping up the pressure even more. The US is now pressing Ukraine to achieve a 'quick ceasefire' to go with the minerals deal, Bloomberg reports Thursday:

European officials have been told that President Donald Trump wants to link the proposed US-Ukraine minerals deal to demands for Kyiv to commit to a quick ceasefire with Russia, according to people familiar with the matter.

Washington has indicated that Trump is ready to finalize the agreement on natural resources, which has been on hold since his Oval Office fallout with Volodymyr Zelenskiy last week, on condition the Ukrainian leader agrees to tangible path for a truce and talks with Moscow, the people said.

This is a huge development, which could see peace talks come together quickly - as Ukraine possesses little or no leverage with either Moscow or Washington at this point (only now heavily relying on Europe, which can't fill the heavy lifting previously done by the US) - or else this will see the US and Ukraine relationship suffer total collapse. And this would see the US weapon stoppage become permanent.

For readers of independent media - or anyone who's been paying any level of attention for that matter - this is nothing new, but this week marked the first time a sitting US Secretary of State Described the Ukraine-Russia conflict as a proxy war.

Secretary of State Marco Rubio in a Wednesday interview with Fox News described that "It's been very clear from the beginning that [President Donald Trump] views this as a protracted, stalemated conflict."

"And frankly, it's a proxy war between nuclear powers – the United States, helping Ukraine, and Russia – and it needs to come to an end," he followed with.

He was defending the White House's ongoing talks and pursuit of a rapid peace deal with Russia's Vladimir Putin. He also urged others not to sabotage the process, including the Ukrainians.

"President Zelenskyy unfortunately made the decision to challenge the Vice President and start questioning whether diplomacy is even possible; in essence, sabotaging and undermining the President’s plan," Rubio described of last Friday's visit to the White House of the Ukrainian leader.

Days prior to this interview, Rubio similarly told ABC he hopes for a 'reset' with Moscow. "We have to bring [Russia] to the table. You're not going to bring them to the table if you're calling them names, if you're being antagonistic. That's just the president's instincts from years and years and years of putting together deals," Rubio argued.

Before being tapped as Trump's top global diplomat, Rubio's rhetoric was much more hawkish on Russia and Putin, but he's quickly got on board the president's plan for peace.

The Kremlin on Thursday responded to Rubio identifying the proxy war nature of the conflict, pointing to a war involving the whole of the Western allies.

Kremlin spokesman Dmitry Peskov said, "We can and want to agree with it, and we agree with it. That's the way it is. We have said this repeatedly. We have said that this is actually a conflict between Russia and the collective West. And the main country of the collective West is the United States of America."

Peskov added, "So it is absolutely in line with the position that our president and foreign minister have repeatedly expressed. We have said this repeatedly, and yes, we agree that it is time to stop this conflict and this war."

While not widely acknowledged early in the conflict, the Western mainstream media has in the last year belatedly began covering this proxy war side of it, including the CIA's covert role even going years prior to 2022.

Last year the NY Times documented a major US program was established a decade ago which three different American presidents. The Times said the CIA program to modernize Ukraine's intelligence services had "transformed" the former Soviet state and its capabilities into "Washington’s most important intelligence partners against the Kremlin today."

This included the agency having secretly trained and equipped Ukrainian intelligence officers spanning back to just after the 2014 Maidan coup events, as well constructing a network of 12 secret bases along the Russian borderwork which began over eight years ago. 

These intelligence bases, from which Russian commanders' communications can be swept up and Russian spy satellites monitored, are still being used launch and track cross-border drone and missile attacks on Russian territory. That is, perhaps until this week, as Trump has ordered a halt to intelligence-sharing with Kiev amid worsening relations and a spat with Zelensky, who has been resistant to signing the minerals deal.

Lavrov Schools "Napoleon" Macron: 'Anyone Reasonable Knows Russia Does Not Want War With Europe'

 The Kremlin has responded to French President Emmanuel Macron's "very, very confrontational" televised remarks the day prior wherein he warned his countrymen that Putin is a threat to the European continent. "If a country can invade its neighbour in Europe and go unpunished, nobody can be sure of anything." That's when he asserted: "Beyond Ukraine, the Russian threat is real - it affects the European countries."

"President Putin is violating our borders to assassinate opponents, manipulate elections," he claimed in the remarks, urging on European allies to "prepare" and even suggesting France could extend its nuclear deterrent over the continent. On Thursday Russian Foreign Minister Sergey Lavrov has responded by saying, "Any reasonable person would understand that Russia does not want a war with Europe."

Lavrov suggested Macron is saber-rattling just like Hitler and Napoleon did, calling them the French president's "predecessors, who also wanted to fight Russia."

Both historic leaders suffered catastrophic losses and defeats to their armies after sending them into Russia in 1812 and 1941, respectively. The difference is that Hitler and Napoleon "said directly: ‘We must conquer Russia, we must defeat Russia.’ And he [Macron], apparently, wants the same thing, but for some reason says that we must fight Russia so that it does not defeat France; that Russia is creating a threat to France and Europe," Lavrov pointed out.

As for the claims that Moscow will take the fight beyond Europe, and into Ukraine, Lavrov described, "President [Putin has said many times that this is absolute nonsense. I think that any sane person would understand that [by launching its military operation] Russia only wants to eliminate the root causes of the situation created by the West in Ukraine." This is reference to NATO expansion to Russia's doorstep, among other issues.

On the nuclear comments, the Russian top diplomat warned:

"If he considers us a threat, if he is calls a meeting of the chiefs of staff of the [Western] European countries and Britain; if he says that it is necessary to use nuclear weapons; if he prepares to use nuclear weapons against Russia – this is, of course, a threat."

Alongside her boss, Foreign Ministry spokeswoman Maria Zakharova blasted Macron’s comments as "detached from reality" and contradictory to his prior stance of wanting to see de-escalation.

And separately Putin spokesman Dimitry Peskov told TASS "It seems that France indeed wants the war to continue," adding that: "This is nuclear rhetoric and [France’s] claim toward nuclear leadership in Europe."
