‘Buy Now, Pay Maybe’ — the Latest Innovation in ‘Not-Gambling’

 Tuyo’s viral “Buy Now, Pay Maybe” debit card, which randomly waives purchases at its sole discretion with no disclosed odds, is the latest consumer finance product to engineer gambling’s variable-reward psychology.

A crypto neobank called Tuyo went moderately viral this week with a debit card built around a mechanic the company is calling “Buy Now, Pay Maybe.” The pitch is simple: every time you swipe, your purchase might be completely free. Tuyo has sole discretion over which transactions it elects not to charge. The odds are undisclosed.

The selection criteria are unpublished. An algorithm, the company says, “grants free purchases to maximize customer happiness.” It is not a sweepstakes, lottery, contest, or game of chance. Tuyo is very clear about that.

It is, of course, functionally indistinguishable from all of those things.

What Tuyo Actually Built

Buy Now, Pay Maybe launched on May 7 and went mildly viral the same day. On the day after launch, Tuyo reported waiving charges on more than 1,700 purchases. Users posted their free meals, coffees, and small purchases on X. Nobody has reported a free Tesla yet. The purchases covered so far appear to cluster in the $5 to $100 range, which is consistent with a company managing its customer acquisition costs through an engineered-randomness mechanism rather than traditional advertising.

The cynical read, which is also the accurate read, is that this is a customer acquisition cost reframed as a product feature. Instead of paying $40 in Google Ads to acquire a card user, Tuyo absorbs the occasional coffee or grocery run. The expected cost per user may be similar to traditional acquisition methods. The perceived value is dramatically higher because randomness compresses many small wins into a few memorable ones.

That framing is not new. What makes it worth discussing is that it is happening at scale in consumer finance, in a regulatory environment that has yet to figure out how to classify what it is looking at.

The Scratch Card Was There First

The Tuyo mechanic is genuinely novel for a debit card. It is not novel as a commercial psychology concept. Decades before anyone had heard of Buy Now, Pay Later, retail promotions were built on the same variable-reward architecture. The scratch card discount promotion, where you committed to a purchase first, then scratched at the register to find out if you got 10%, 30%, 50%, or 90% off, is a textbook example. The key design element that Tuyo has faithfully reproduced is that you had to commit before you knew the outcome. That commitment-before-revelation structure is what creates the psychological tension that makes these mechanics engaging. A guaranteed discount is pleasant. An uncertain discount is exciting.

Tuyo has made that older mechanism more extreme in two ways. First, the potential discount is 100%, which is more compelling than anything a mall promotion ever offered. Second, it attaches to routine daily spending rather than a deliberate shopping decision. Every coffee, every lunch, every transit fare becomes a spin. The exposure is continuous in a way that a periodic in-store promotion never was.

The Behavioral Architecture of It All

Financial attorney Ariel Givner put it bluntly in a post that was read over one million times: “Slot machines are more predictable. This card is going to result in a whole lot of overdraft fees for Tuyo because inevitably people will get addicted and spend more than they should, because this one might be free.” She added, “We already have a society addicted to gambling. This will only exacerbate the issue.”

Tuyo’s terms acknowledge some of this implicitly. Users are explicitly told they should not begin spending flagrantly in the hope that their purchases will be covered. The company also notably blocks the product entirely in the UK, where the Financial Conduct Authority has been the most aggressive regulator globally on consumer-finance gamification. That geographic carve-out is itself an admission that regulatory risk exists around this mechanic. The question is whether U.S. regulators are paying attention.

How This Fits the Pattern

This is not an isolated product. It is the latest entry in a long series of consumer finance innovations that have arrived at the edge of gambling without quite crossing it in any way that triggers existing law.

Prediction markets are financial instruments regulated by the CFTC, not gambling products regulated by state gaming commissions. Sweepstakes casinos offer virtual currency that can be redeemed for prizes, not real money wagering. DK Replay lets you bet on historical baseball plate appearances, not a live game. Historical horse racing machines produce outcomes from past races, not random number generators. And now a debit card that might not charge you is not a lottery, sweepstakes, or game of chance.

Each of these products has found a definitional gap between what it does and what existing regulatory categories require it to be. Each has argued that the gap is real rather than engineered. And each has been correct in the narrow legal sense while being obviously recognizable as gambling-adjacent in the practical behavioral sense.

The most troubling word in Tuyo’s product is “maybe.” Maybe your purchase is free. Maybe nothing happens. That uncertainty is not a bug. It is the feature, and it is also precisely the mechanism that regulators should be examining.

Tuyo will likely argue, if asked, that its product poses no financial risk to consumers because purchases are drawn from existing balances, no credit is extended, and no overdrafts are possible. That is true and relevant. It is also not the only dimension on which these products create harm. The Federal Reserve’s research on sports betting documented population-level financial harm without proving that any individual had been deceived about the nature of the product. People understood they were gambling. They did it anyway, and more of it than was good for them, because variable reward structures are effective at producing exactly that behavior.

Tuyo’s users know their coffee might be free. They will spend to find out, and then spend some more.

Sanctuary Jurisdictions Must Comply Or Face More ICE Boots On The Ground: Homan

Sanctuary jurisdictions in the United States will see more Immigration and Customs Enforcement (ICE) personnel on the ground if they do not allow local law enforcement to cooperate with ICE officers, border czar Tom Homan said in a May 15 interview with the Daily Signal.

In the interview, Homan was specifically asked about New York. In January, the state’s governor, Kathy Hochul, proposed the Local Cops, Local Crimes Act, which bars state and local law enforcement agencies from signing or maintaining any Section 287(g) agreements with ICE.

Such agreements authorize ICE to delegate certain immigration functions to local and state officers under the agency’s oversight. Local and state officers can detain suspected illegal immigrants under the deal.

If passed, the New York bill would void all existing Section 287(g) agreements in the state. Homan said in the interview that he had talked to Hochul about the consequences.

I said, Look, you end cooperation in the jails, we’re going to have to send more agents to do the job, because now, rather than one agent arresting one bad guy in the jail, which is safer for the agent, safer for the alien, safer for the community, of course, you’re going to release him. Now we got to send a whole team, six or seven agents, to go find him. So, it’s going to result in more agents in the community,” Homan said.

“Totally briefed on the whole thing, but she decided to go ahead and do it anyways. Well, I made a statement that we’re going to send more agents to New York. We have to, as a response to this, go arrest those public safety threats.”

When asked whether any sanctuary jurisdiction that doesn’t cooperate with ICE would face more ICE personnel on the ground, Homan replied, “Absolutely.”

The border czar said that he warned Hochul that there would be more collateral arrests if that’s the situation. For instance, if ICE were to arrest a criminal illegal alien, and the individual was with another illegal immigrant, then the second individual would be arrested as well.

Plus, Hochul’s legislation bans ICE from leasing beds from sheriffs in the state, due to which every illegal immigrant arrested has to be flown out of state for detainment. So, if New York locks ICE out of local jails for detaining illegals, “then we’ll simply fly them out,” Homan said.

Earlier this month, Hochul announced that an agreement had been reached with legislative leaders on the key priorities of the fiscal year 2027 state budget, including a provision banning state, local, and federal officials from wearing masks while on duty.

Good luck with the law of banning masks. Federal law always trumps state and local law. And while threats are up over 8,000 percent, masks is a non-starter, so good luck enforcing that,” Homan said, regarding that provision.

New Yorkers in Danger

In a Jan. 30 statement, the Department of Homeland Security (DHS), which oversees ICE, warned that Hochul’s proposal barring local police departments from partnering with ICE would place New Yorkers in danger.

Between Jan. 20, 2025, and Dec. 1, 2025, New York failed to honor several ICE detainer requests that resulted in the release of 6,947 criminal illegal immigrants into the streets, the agency said in an April 16 statement.

This includes people charged with 2,509 assaults, 392 dangerous drugs offenses, 305 robberies, 300 weapons offenses, 207 sexual predatory offenses, 199 burglaries, and 29 homicides.

Meanwhile, in April, a group of lawmakers introduced the Sanctuary City Elimination Act, which aims to ensure that all federal, state, and local law enforcement officers can coordinate with ICE without fear of backlash, according to an April 16 statement from the office of Sen. John Cornyn (R-Texas).

“For far too long, sanctuary cities across the nation have sidestepped federal immigration law and created safe havens for dangerous illegal aliens, putting the safety and security of Americans at risk and undermining the rule of law,” Cornyn said.

The act “would ensure local and state law enforcement coordinates with ICE officers, ban certain federal funds from going to sanctuary cities, and allow victims of criminal illegal aliens who are released from sanctuary jurisdictions and reoffend in other states to seek justice.”

Multiple States Begin Ejecting Illegal Immigrants From Subsidized Healthcare

 The political left often betrays their true agenda in the legislation they choose to oppose.  The SAVE Act, for example, would require proof of citizenship to vote in US elections; a law which the majority of countries around the world enforce.  It's widely supported by around 80% of the public, yet, Democrats stubbornly refuse to pass it.  

Why?  Because they know there are illegal immigrants voting in their favor, and they know that mail-in ballot fraud exists and often benefits them. 

By extension, Democrats aggressively attempted to block Trump Administration efforts to ensure that illegal immigrants could not receive healthcare subsidies.  Their argument was that "no illegals actually access those subsidies".  Of course, if this was true, then it should not matter if Trump adds such restrictions - According to Dems, nothing would change.

In reality, progressive politicians know that around 1.4 million "asylum seekers" (illegal immigrants who entered the country under Biden's open border policies and then took advantage of the system) were on the healthcare rolls at the end of 2024.  They also know that by offering welfare programs to illegals, they are buying the future loyalty of those migrants (as well as keeping them in the country to rig the census in favor of blue states).   

Today, this loophole is being rectified by a number of states that are now requiring proof of citizenship in order to qualify for public healthcare programs.  You would think this is common sense, but Democrats and some medical institutions are not happy with the changes

Hospitals across the state of Tennessee say they are receiving notice from the Department of Health requiring them to verify the citizenship status of everyone enrolled in public benefit programs. 

Opponents to the reforms say this includes Children’s Special Services, which provides access to care for children from birth to 21 years of age.  The process for disenrolling kids 18 to 21 has already begun, and there is a process underway to disenroll kids zero to 17. 

It is a typical Democrat tactic to target and isolate a single "vulnerable" group and use them to justify the existence of welfare benefits for all foreigners.  You don't want to steal that wheelchair away from little Pedro or snatch life saving medicine away from poor innocent Gabriela, right?  It is also the case than many of these healthcare providers stand to lose millions in government subsidized payments if migrants are kicked off the rolls. 

The propaganda is highly manipulative.  However, just a few months ago, the political left was arguing that "no undocumented immigrants" are receiving government healthcare benefits (Democrats say "undocumented" because they consider asylum seekers "documented").  Today, they are frantic over patients being checked for citizenship before receiving medical welfare.    

For now, adult applicants who can’t verify their status will be disenrolled by May 29. This comes after the Tennessee General Assembly passed a law requiring all applicants for public benefits ages 18 and older to verify they are in the U.S. legally.

At bottom, anyone regardless of citizenship is typically able to access emergency services in the US.  However, taxpayer funded care should be reserved for citizens only.  Foreigners are not entitled to taxpayer dollars; it's really that simple.  Keep in mind, this is how it works in almost every country in the world, including communist countries like China with "universal healthcare".  

A number of states are implementing or are on the path to implementing similar laws, including North Carolina, Indiana, Louisiana, Montana, Wyoming and Oklahoma.  

Ultimately, anyone who cannot afford their own healthcare should not be looking for citizenship in the US in the first place.  Becoming an American citizen is a privilege, not a handout.

Activist who sent Omar’s daughter, Hasan Piker on Cuba aid convoy has ties to Hamas and Iran

 A millionaire anti-war activist who organized the high-profile “humanitarian aid” convoy to Cuba in March has ties to Hamas and the Iranian regime.

The aid flotilla to Cuba attracted much attention as it included Ilhan Omar’s daughter Isra Hirsi and leftist streamer Hasan Piker — who both sung the praises of the ailing Communist ‘paradise’ after their trip.

It was organized by Medea Benjamin, president of the Arc of Justice Foundation, a charity with $51 million at its disposal.

Benjamin, 73, made at least seven trips to Gaza between 2009 and 2012 where she met with Hamas officials, including the group’s then-leader Ismail Haniyeh, publicly posted photos show. Hamas were designated a terror group by the US in 1997.

Both working for activist group CodePink, Benjamin and her friend and fellow activist Tighe Barry, 69, also met Hamas leaders, including foreign affairs minister Ahmed Yusef, who in 2009 handed them a letter to deliver to President Obama, according the group’s website.

Yusef, who has been described as “Hamas’s gate to the West,” was a senior advisor to then-Gaza Prime Minister Ismail Haniyeh, who was later assassinated in Tehran in 2024.

Benjamin and Barry promptly delivered the Obama letter to the US Embassy in Cairo on June 4, 2009, during a time when the appointed US administration official was refusing to meet with Hamas.

“CodePink is open about being a conduit between Hamas and Obama, even met with Obama administration official Buffy Wicks at the White House after the letter was delivered,” said a report by Network Contagion Research Institute (NCRI), a New Jersey-based think tank that studies extremism.

“That’s a remarkable acknowledgment of the intermediary role.” Knowingly providing material support or resources to a foreign terrorist organization is a violation of federal law, legal experts point out.

Benjamin was a co-founder of CodePink, the group started by China-based software entrepreneur and activist Neville Singham’s wife Jodie Evans, and she is still listed as treasurer, according to the latest available federal filings. Barry was spokesman for Code Pink for over a decade, according to public records.

Benjamin’s Arc of Justice Foundation was previously known as the Benjamin Fund until 2018. It is run in conjunction with Benjamin’s New York City-based daughter, Maya Mandela Danaher, who is listed as the charity’s treasurer and lives in a $2 million apartment in Manhattan.

“I have consistently been against war, and have always encouraged my government — no matter who is in power — to choose the path of diplomacy,” Benjamin told The Post, adding that she has been an activist since the “days of the Vietnam war.”

She also said she is “no longer on the board” of Arc of Justice, adding: “At 73, I thought it best to pass on to the younger generation, just as I have done with CodePink … I am not connected to any foreign entity. I am simply an American citizen who believes in citizen diplomacy and peace.”

The charity has moved from California to Washington DC, then New York and is now run out of a modest bungalow in North Miami, owned by Barry.

Arc of Justice Foundation, which did not respond to The Post’s request for comment, did not disclose it was helping to finance politically motivated trips to Cuba — which could potentially violate Florida state law.

The Florida Department of Agriculture and Consumer Services (FDACS), lists Cuba as “a foreign country of concern,” and requires registration before doing business with the island, however its not clear if providing aid would be considered “business.”

“[Benjamin] signs the checks, she cashes the checks and then runs the Cuba operations the checks pay for — all through an unregistered charity. It appears to be operating in violation of Florida law,” a senior NCRI researcher told The Post.

The Cuba convoy with Hirsi, 23, and Piker was called the “Nuestra America Convoy” bringing in 20 tons of humanitarian aid in March. Both Benjamin and Evans were also on the trip where some delegates reportedly stayed at the 5-star Gran Hotel Bristol Meliá Collection, where a room costs between $130 and $520 a night.

Hirsi later said the experience of living through numerous blackouts on the socialist island “truly changed me.”

“As Americans, bringing aid to Cuba is the least we could do, as the US has long bullied Cuba with its sanctions, and now this oil blockade is killing people,” added the Barnard graduate on Instagram.

CodePink and Arc of Justice have organized multi-year Cuba aid convoys through the Cuban Institute of Friendship with Peoples (ICAP), which is run by Fernando Gonzalez Llort, who was convicted of spying and collecting information on Cuban exile groups in US federal court in 2001. He served nearly 14 years in US prison, according to the NCRI report.

“One of the great ironies of the modern left is that groups like CodePink claim to stand for human rights while repeatedly carrying water and driving anti-American rhetoric for regimes that imprison women, fund terrorism, crush dissent, and chant ‘death to America,'” said Jay Collins, Lieutenant Governor of Florida. “That’s not moral clarity. That’s ideological blindness disguised as progressivism.”

In addition to the convoys to Cuba, Benjamin has made “multiple trips to Iran,” according to the NCRI. In 2014, she attended a conference in Tehran, where she presented a strategy on Gaza to enforce Boycott, Divestment Sanctions (BDS) on Israel, according to the Middle East Media Research Institute.

Five years later, Benjamin led and organized a 28-person CodePink delegation to Tehran, Isfahan and Shiraz, meeting with then Iranian foreign minister Mohammad Javad Zarif at the foreign ministry offices in Tehran.

In 2019, Benjamin also attended a conference in Iran designated by the US Treasury as a platform for the Iranian Revolutionary Guards Corps (IRGC) to “recruit and collect intelligence” from foreign attendees.
