Some members of the European Central Bank (ECB) Governing Council said in the October meeting that the rate-cutting cycle has come to an end, according to the minutes released by the ECB on Thursday. They argued that, unless new risks emerge, the current favourable outlook is "likely to be maintained" and that the monetary policy stance "should not be fine-tuned in response to moderate and temporary fluctuations of inflation." However, some views argued that it is unclear whether the Eurozone economy has "enough momentum" to withstand the current policy stance without further impacting growth.
The Governing Council agreed that the outlook is still uncertain, especially due to trade and geopolitical tensions, and that keeping rates unchanged in October would allow the ECB to gather more data to assess the risk factors before the December meeting. The Council also stressed that the "current level of policy rates should be seen as sufficiently robust for managing shocks."
