The Trump administration urged Congress to set nationwide rules for artificial intelligence (AI) and limit individual states from creating their own regulations, according to a legislative framework released on Friday.
The proposal states Congress should "preempt state AI laws that impose undue burdens to ensure a minimally burdensome national standard consistent with these recommendations, not fifty discordant ones." It also calls for "regulatory sandboxes" to support innovation. It says that "AI services and platforms must take measures to protect children, while empowering parents to control their children's digital environment."
The framework also proposes rules on AI-generated voice and likeness replicas, supports faster infrastructure buildout, and calls on companies to help cover rising AI-related energy demand, while avoiding the creation of new federal regulators. The push follows a December order by United States President Donald Trump seeking to block state-level AI rules.
