'China-linked operatives used ChatGPT to influence data centers debate: OpenAI: Axios'

OpenAI has dismantled two China-linked influence campaigns that allegedly used ChatGPT to generate social media content aimed at shaping public conversations around some of America’s most contentious political and economic issues.

The campaigns, which focused on debates surrounding AI data centres and trade tariffs, relied on OpenAI’s tools to produce social media posts, comments and political cartoons before distributing them online through what the company believes were coordinated networks of accounts.

While OpenAI says neither operation appears to have significantly influenced public opinion, investigators view the incidents as an important warning sign. Rather than attempting to manufacture entirely new controversies, the campaigns sought to insert themselves into already active debates and amplify existing tensions.

Japan, UK said to set up startup support fund

Japan and the UK are jointly establishing a specialized fund to support startups that develop dual-use technologies with both civilian and defense applications, Nikkei reported on Thursday.

The outlet added that the governments are debating the fund's size, which could see contributions from both sides totaling several billion yen, and would support firms that create dual-use technologies in areas including artificial intelligence, quantum technology, drones, and space.

According to Nikkei, the fund will be addressed in a joint statement on economic security and a document on advanced technology collaboration at Sunday's Japan-UK summit in London. Japan's New Energy and Industrial Technology Development Organization, the Japan External Trade Organization, and the British government's Innovate UK research-funding agency are set to sign a memorandum of understanding establishing the fund.
