EPA unveils $550 million in 'environmental justice' grants

 

President Joe Biden's administration announced on Thursday it will select 11 organizations across the United States to administer $550 million in grants to disadvantaged communities for reducing legacy pollution and gaining access to clean energy.

The Environmental Protection Agency will fund organizations, which could include large non-profit groups, tribal nations and universities, that will serve as grantmakers for its new Environmental Justice Thriving Communities Grantmaking program that will invest in community-led projects in areas that have been historically overburdened by air and water pollution.

The money is part of $3 billion included for environmental justice block grants authorized by Congress in the Inflation Reduction Act, the Biden administration's signature legislation that will drive investment of nearly $369 billion in clean energy and climate priorities.

"The money that we have been entrusted with is more than triage. It is more than fixing a small problem. The scale and the vision of this investment that Congress has given us will change these communities," Robin Morris Collin, senior advisor for environmental justice at the EPA, told Reuters in an interview.

Last September, the EPA launched a new office focused on the needs of low-income and minority communities that have been overburdened by pollution. It will oversee deployment of the $3 billion in environmental justice grants.

The program will help the Biden administration meet its goal of delivering 40% of the overall benefits of federal climate investments to disadvantaged communities and under-invested communities, which have had trouble accessing federal support.

   "We are stepping our processes up to expand what has traditionally not been a very welcoming environment for low income and disadvantaged communities to access financial resources," Collin told Reuters.

The block grant program is one of several investments the IRA made focused on environmental and climate justice.

This month, the EPA outlined how states and non profit groups can apply for up to $27 billion from "green banks" that will offer low-cost financing for clean energy and emission reducing projects.

The deadline for organizations to apply is May 31, 2023. EPA expects the grant makers to start awarding subgrants no later than early 2024.

FDA approves Sanofi's bleeding disorder therapy

 The U.S. Food and Drug Administration (FDA) has approved French drugmaker Sanofi SA's therapy to treat a type of inherited bleeding disorder known as hemophilia A, according to the regulator's letter dated Wednesday.

With the approval, Sanofi's replacement therapy enters a market dominated by rivals like Shire, Bayer AG and Novo Nordisk which sell factor replacement therapies that have been the standard treatment for decades.

Factor replacement therapies replace the missing blood clotting factor so that blood can clot properly by injecting treatment products into a person's vein.

Sanofi's drug is likely to be considered one of the best in that class, said Damien Conover, Morningstar analyst, ahead of the approval.

The approval also provides patients an alternative to Roche's blockbuster drug, Hemlibra, which is the market leader for this indication.

China surveillance like law forces real-identity registration for all HK cell phone use

 As of Friday, all SIM cards in the Hong Kong Special Administrative Region have to be real-name registered. Phone numbers not linked to a person's identity will be deactivated. The new measure that was first announced in June 2021, less than one year after the implementation of the National Security Law, is thought of as the latest attempt of the Chinese mainland to tighten its control on the citizens of Hong Kong.

There are two types of SIM cards in Hong Kong. One is a monthly fee card signed with an operator, comparable to a phone plan. According to the Communications Authority of Hong Kong, these cards are currently used by more than 9 million Hong Kongers, making up 44% of all mobile users in the region. These cards are a required a form of identity.

The latest measure targets the majority of mobile phone users, namely the telephone-stored value cards. These SIM cards never required any form or registration. Telecom activity could never be traced back to the user. By the end of January 2023, 12 million people were using the so-called space cards, making up 56% of all mobile users. As of Friday all the services of these cards will be suspended. 

To facilitate this transition, the Hong Kong government has offered real-name registration support services for telephone cards at 25 subway stations and 18 designated post offices throughout the city. Although people seemed very much aware of the new measure and the consequences of non-compliance, in the weeks leading up to Friday people did not seem eager to register. 

Most people on the streets of Hong Kong who spoke with Fox Business seemed skeptical about the added value of the new measures. 

"I'm assuming it's much like the China policy where you have to register everything … that would be one of the concerns," one man said. 

Another man said it was "simply just annoying me."

One woman said that it would be an inconvenience for travelers visiting Hong Kong. "For international travelers coming to Hong Kong … whoever need to use mobile service here is going to be experiencing some inconvenience since they don't have any local contacts or ID's or registration for them."

"If they would need the information, they probably have it already … we have registered our personal information and telephone numbers for years during COVID," another man added. Most people acknowledged that it would limit their privacy and that if they were involved in "politically controversial" activities, they would refrain from using their phones or most of the internet.

Telecom regulation in mainland China is strongly linked to internet security. Many internet services, applications and websites require telephone number registration and verification, indirectly connecting online accounts to one's identity.

People are critical of the alleged arguments for mandatory registration. Authorities have stated that by linking real identities to mobile SIM cards, they aim to combat telephone and internet fraud. However, people are disputing this. The same safety argument was used by the government in Beijing when they started strictly enforcing real-name mobile registration in 2016. Telecom fraud continues to rise despite tightened control, according to the Chinese government Xinhua News Agency. 

Most recent statistics from the Chinese ministry of public security showed that in 2020, 927 million telecom and internet fraud cases were filled in mainland China. Only about one in three cases were solved. Three years of COVID-19 restrictions and the induced economic slowdown have only caused an increase in telecom fraud. 

So, when looking at Hong Kong's big brother and the one many believe behind the privacy-depriving measure, mainland China, there seems no proof that the registration will discourage criminals from engaging in telecom or internet fraud. 

Instead, many believe the real-name registration will allow Hong Kong authorities, and indirectly China mainland authorities, to tighten surveillance on Hong Kong citizens. With the implementation of the heavily disputed National Security Law (NSL) in 2020, undermining the power or authority of the central government became a criminal act. In addition to that, Beijing can intervene when national security is "at risk." 

Provisions in the NSL include the right to wire-tapping, putting people under surveillance when suspected of breaking the law and holding trials behind closed doors. With real-name registration, the authorities have created yet another tool to more efficiently target those opposing central leadership in Beijing.

NATO Criticized For Tweet Comparing Ukraine Conflict To Harry Potter

NATO has been criticised for a bizarre tweet comparing the Ukraine conflict to Harry Potter and Star Wars.

The tweet sent via NATO’s official Twitter account is a quote claimed to be from a soldier in the Ukrainian army.

It reads, “This war will shape the continent. It will set rules and draw frontiers. Books will be written and studies done on the reality we face today. We are Harry Potter and William Wallace, the Na’vi and Han Solo. We’re escaping from Shawshank and blowing up the Death Star. We are fighting with the Harkonnens and challenging Thanos. Ukraine is hosting one of the great epics of this century.”

Critics pointed out that it’s incredibly frivolous to highlight a comparison of a war to nerd fiction.

Mad Cow Disease Detected In Brazil, Forces Beef Trade With China To Halt

 Brazil, the world's biggest beef exporter, suspended beef shipments to China as a case of bovine spongiform encephalopathy (mad cow disease) was detected, according to Bloomberg, citing the country's agriculture and livestock ministry. 

Brazil's Minister for Agriculture, Carlos Favaro, said the animal illness known as mad cow disease was found on a small farm in the northern state of Para. 

"All measures are being taken immediately at each stage of the investigation and the matter is being handled with total transparency to guarantee Brazilian and global consumers the recognized quality of our meat," Favaro said. 


Favaro said the World Organization for Animal Health had been notified. Samples of the infected animal were sent to the organization's reference laboratory in Canada to determine if the case was "atypical."

Atypical occurs in older cattle. It's deemed low-risk and naturally occurring compared with other forms of the disease. 

"The symptomatology indicates that it is the atypical form of the disease, which appears spontaneously in nature, causing no risk of dissemination to the herd and to humans," Para's agricultural defense agency said in a statement.

As a precaution, Brazilian authorities halted beef shipments to China. Favaro said the move would be short-term and that "dialogue with the authorities is being intensified to demonstrate all the information and the prompt re-establishment of the Brazilian meat trade."

In 2021, a similar trade suspension occurred when two cases of mad cow disease were found in Brazil. Hyberville Neto, director at HN Agro consultancy, expected the export ban to be shorter than the one a few years ago. 

If the ban is in place long enough, Chinese importers might start sourcing beef products elsewhere, such as in Australia, Japan, and Korea.

BiomX reports “impressive” data in first bacteriophage trial

 Hope that bacteriophages could represent a new therapeutic strategy for resistant bacterial infections has been bolstered by a study conducted by BiomX in cystic fibrosis (CF) patients.

While still early, the results show that in nine patients with CF and chronic infections with Pseudomonas aeruginosa (CF-P.a.) there was a five-fold (approximately 95%) reduction in bacterial burden – measured by colony forming units (CFU) at day 15 – in the first placebo-controlled trial of the BX004 bacteriophage cocktail.

The results from the phase 1 portion of the phase1/2a study have been described as “impressive” by analysts at Ladenburg Thalmann, as they show evidence of efficacy with a short seven-day duration of treatment, as well as the safety and tolerability of BX004. Management also said the data was better than would be expected with a short, ascending-dose regimen.

Bacteriophages are viruses that solely and selectively target and kill bacteria, and are being proposed as an alternative to antibiotics, able to offer highly-selective activity against pathogens, whilst sparing other beneficial organisms in the body.

So far, there are no approved therapies based on bacteriophages, although some patients with severe multidrug resistant infections have been treated with them on an experimental basis. That includes BX004, which has been shown in several patients treated at Yale University in the US to reduce CFUs by 99% after seven to ten days of dosing.

In BiomX’ trial, CF patients – who are vulnerable to persistent bacterial infections, due to over-production of sputum in their lungs – were already receiving a stable regimen of background antibiotic therapy, suggesting the bacteriophage cocktail was providing additional benefits.

The phase 2 portion of the study is already underway, with two out of a target 24 patients already dosed with a 10-day regimen, and results expected in the third quarter of 2023.

“In our view, BiomX appears to have appropriately selected the phages for its cocktail to generate safe and effective results in CF-P.a. patients,” said Ladenburg Thalmann analyst Michael Higgins in a research note.

This group of patients is generally treated with inhaled antibiotics twice a day on a 28-day on, 28-day off regimen or daily oral antibiotics, but these have limited efficacy and can stimulate antibiotic resistant strains.

“While resistance development is inevitable, the rate at which resistance occurs is ~10-fold slower following phage therapy compared with resistance development following antibiotic therapy,” according to the analyst.

Pseudomonas aeruginosa, which can form ‘biofilms’ in the lungs of patients, is the most important contributor to morbidity and mortality in people with CF, a disease where 80% of patients succumb to respiratory failure due to inflammation and chronic bacterial infection.

The data has emerged as BiomX announced a $7.5 million private placement – backed by existing investors Orbimed and the Cystic Fibrosis Foundation – that will be used to fund further clinical development of BCX004.

New York’s manufactured migrant crisis may lead to a real diplomatic crisis

 It appears that New York City Mayor Eric Adams and the merry band of anti-borders, one-world-globalists currently running America’s largest city have discovered one of the few ways they could possibly render their self-made, and largely imaginary, “migrant crisis” even worse: Manufacturing an actual diplomatic crisis with Canada.

You see, the Big Apple is a so-called “sanctuary city” that refuses to cooperate with the federal government to enforce America’s immigration laws. But, being a sanctuary city is only a tenable position when the federal government bothers to try and keep uninvited foreigners from crossing our borders. In that case, you tend to get a slow dribble of illegals who show up in your sanctuary looking for under-the-table jobs. And, if you are a kumbaya-singing, anti-borders mayor, you can safely exploit migrants to virtue signal, without encountering too many real world consequences. 

But when Club Fed effectively renders the borders wide open — as it has under the Biden administration — the situation changes. In that case, illegal aliens start showing up in allegedly welcoming places like New York City asking for foodluxury hotel rooms, and cell phones, all gratis.

How does a sanctuary mayor pay for those perks? With taxpayer dollars, which are always in short supply for spendthrift jurisdictions like Gotham. To paraphrase Margaret Thatcher, “The problem with paying for government freebies is that eventually you run out of taxpayer dollars.”

And all it took for Adams’s sanctuary plan to fall apart was a mere 36,000 or so migrants. Yes, that’s right. New York City was faced with a group of migrants totaling roughly the population of one Manhattan city block, and the Adams administration went into crisis mode, begging Albany and Washington, D.C. for cash to deal with a so-called “migrant crisis.”

So, what does a woke mayor like Adams do when the cash reserves get low and the entitled migrants get cantankerous? Apparently, you send them to Canada. News outlets have been reporting that Mayor Adams is giving recent migrants free bus tickets to the border with our neighbor to the north.

At first glance, to those concerned with border security, this might look like an ideal solution. Many who trend conservative on immigration issues are probably thinking something along the lines of, “If these foreign ingrates aren’t happy with the luxury hotels here, send them to the Great White North.” But there are a number of issues with that approach.

First, Canada doesn’t seem to have invited any of the folks who are now “fleeing” free YMCA-style accommodation in New York. In fact, Quebec’s provincial government has flat-out told Adams to stop sending them to Canada.

As Quebec’s immigration minister Christine Fréchette has correctly pointed out, under international law, migrants are supposed to claim asylum in the first country they arrive in. For most of the NYC migrants, that should have been someplace well south of Mexico’s border. Migrants allegedly fleeing persecution at the hands of Venezuela’s communist government, for example, can’t make a terrestrial journey to the United States without passing through Colombia, Panama, Costa Rica, Nicaragua, Honduras, Guatemala and Mexico. Nevertheless, few migrants from Venezuela ever seek asylum in any of those countries.

Moreover, the United States is now showing exactly the type of profound disrespect for the integrity of Canada’s southern border that Latin American nations have traditionally shown for the southern border of the United States. That’s a major problem because maintaining orderly borders generally requires cooperation from both nations sharing a common boundary.

At present, the number of migrants illegally crossing into America via the northern border is growing. Mexico recently announced that it has no intention of restoring the Remain-in-Mexico policy, under which migrants were required to wait in Mexico for their asylum applications to be adjudicated. And chaos continues to grow along the southern border. As a result, Mexicans and other Latin Americans are flying into Canada and unlawfully crossing into the United States.

If the U.S. ever wishes to restore integrity to its borders, it’s going to require cooperation from Canada to do so. Accordingly, New York shunting its unwanted migrants to the North is a bad idea — and one that is likely to result in a diplomatic crisis should it continue much longer. Of course, don’t count on the anti-borders Joe Biden to set Adams straight, as immigration incompetence seems to reign supreme amongst radical, leftist politicians.
