The United States announced $6 million in humanitarian aid for Cuba as the island faces worsening shortages and rising tensions.
Jeremy Lewin, the senior State Department official overseeing foreign assistance, said on the funds will be directed through Caritas and the Catholic Church. He noted there was no direct coordination with Cuba's government and rejected claims that US oil restrictions created the crisis. Lewin pointed instead to Hurricane Melissa and what he described as fuel being "hoarded by the government run monopoly" and the "security service."
