China's National Development and Reform Commission blocked on Monday Meta Platform Inc.'s planned acquisition of Manus, an artificial intelligence (AI) platform created by Butterfly Effect Pte Ltd.
In a statement, the commission insisted that the decision to halt foreign investment in Manus was based on China's laws and regulations. It instructed Meta and Butterfly Effect Pte Ltd. to cancel all transaction plans.
Butterfly Effect Pte Ltd. was founded in Beijing, but has since relocated to Singapore. Meta announced its intention to buy Manus, an AI agent based on large language models (LLMs), in December 2025. In January, China started its review of the procedure.
