US FDA clarifies policies on compounding of GLP-1 medicines

FDA clarifies policies for compounders as national GLP-1 supply begins to stabilize

[4/1/2026] FDA reminds compounders certain conditions must be met for compounded drugs to qualify for the exemptions under sections 503A and 503B of the FD&C Act, including the highlights below.

Under section 503A:The drug product is compounded for an individual patient based on receipt of a prescription.
The compounder does not compound, regularly or in inordinate amounts, any that are essentially copies of a commercially available drug product.

As stated in guidance, the agency intends to consider a compounded drug product to be essentially a copy of a commercially available drug product if:the compounded drug product has the same active pharmaceutical ingredient(s) (API) as the commercially available drug product in the same, similar or an easily substitutable strength, and
the commercially available drug product can be used by the same route of administration (regardless of how it is labeled) prescribed for the compounded drug product.

This is unless a prescriber determines and documents the compounded drug product contains a change that produces a significant difference from the commercially available drug product for an identified individual patient.

FDA intends to consider a compounded drug product to be essentially a copy of a commercially available drug product if: the compounded drug product contains the same APIs as two or more commercially available drug products in the same, similar or easily substitutable strength and
the commercially available drug product can be used (regardless of how it is labeled) by the same route of administration prescribed for the compounded drug product, unless there is documentation of a prescriber determination of a significant difference.

For example, FDA may consider a compounded drug product that combines semaglutide API and another API, such as vitamin B12 (cyanocobalamin), to be essentially a copy of a commercially available drug product when the:drug products are used by the same route of administration – the compounded drug product is given the same way as the commercially available drug products, such as an injectable
drug products are the same, similar or easily substitutable strength – the amounts of semaglutide and vitamin B12 in the compounded drug product are within 10% of the strengths of the respective commercially available drug products.

FDA has stated, at this time, it does not intend to take action against a compounder for compounding a drug product that is essentially a copy of a commercially available drug product regularly or in inordinate amounts if the compounder fills four or fewer prescriptions of that compounded drug product during a calendar month.

Under section 503B:Outsourcing facilities are restricted from compounding drugs using bulk drug substances (or API) unless:the bulk drug substance appears on a list identifying bulk drug substances for which there is a clinical need, which is referred to as the 503B bulks list or
the drug compounded from the bulk drug substance is on FDA’s drug shortage list at the time of compounding, distribution and dispensing.

Tirzepatide and semaglutide do not currently appear on the 503B bulks list or on FDA’s drug shortage list.

Trump expected to overhaul steel and aluminum tariffs: WSJ

The Trump administration is considering an overhaul of steel and aluminum tariffs that is in part likely to reduce levies on many consumer goods, according to people familiar with the administration’s plans.

The U.S. currently charges a 50% tariff on the steel and aluminum in most imported products. Under the new plan being considered, steel and aluminum products would be sorted into groups with different rates based on the metal content in the product, some of the people said. The plan would also make the tariff apply to the entire cost of the import, according to the people familiar with the administration’s plans. Currently, the tariff only applies to the value of the steel and aluminum in a product.

Under the plan, which isn’t final, many consumer-facing goods with small amounts of steel and aluminum—for example, some kitchen accessories—would be assigned lower tariffs, potentially 15%. The lower tariff rate would be applied to the value of the entire product. Other products, potentially factory machinery, appliance parts that contain additional metals, such as copper, and other intermediate goods, could receive a 25% tariff.

Some goods made nearly entirely of steel or aluminum, particularly industrial products and building materials, would be subject to a 50% tariff on the full cost of the item. For such products made nearly entirely with the metals—such as beams, pipes and chains—the amount paid in tariffs could actually be higher than it is currently, as the tariff would be charged on the full value of a product, not just its steel or aluminum content.

The plan isn’t final, and President Trump hasn’t signed off on it. Treasury Secretary Scott Bessent said Friday on CNBC that the administration was considering a “clarification” on the tariffs “on some incidental objects,” but didn’t explain further.

A White House spokesman said the administration is implementing “a nimble and nuanced tariffs agenda” to spur more steel and aluminum manufacturing in the U.S. The spokesman added that “there is no immediate change to our current tariff regime,” and that any reporting about a change to the tariffs was speculative.

The Financial Times earlier reported that Trump was thinking about tweaking the steel and aluminum tariffs.

The plan could allow the White House to address competing concerns: decrease pressure on the prices of everyday consumer goods made with steel and aluminum, helping to address affordability concerns ahead of the midterm elections; and protect U.S. companies that make industrial products with the metals and face intense competition from imports.

The administration has tried to address affordability issues for consumers in the midst of voter concern over the cost of living. The administration late last year exempted a number of food items from its so-called reciprocal tariffs.

Customs officials have found it difficult to apply tariffs based on the value of steel and aluminum in some products made with other materials. U.S. manufacturers have complained to the administration that some imported aluminum and steel products continue to have a price advantage.

“Ensuring that unfairly traded aluminum cannot circumvent tariffs through downstream products strengthens domestic manufacturing, drives investment and supports American jobs,” said Chuck Johnson, president of the Aluminum Association, a trade group.

Artemis II countdown continues: working to resolve communication with the flight termination system

 5 p.m.

Although the countdown to today’s Artemis II launch is continuing to progress, the Eastern Range has identified an issue that they are currently working to resolve related to their communication with the flight termination system. The flight termination system is a safety system that allows engineers on the ground to send a signal to destruct the rocket if it were to veer off course during ascent, to protect public safety. Without assurance that this system would work if needed, today’s launch would be no-go. However, engineers have devised a way to verify the system and are currently preparing to test this solution.

'Iran says Hormuz future to be decided with Oman after war'

Iran’s Foreign Minister Abbas Araghchi said the future of the Strait of Hormuz would be decided jointly by Iran and Oman after the war, according to an exclusive interview with Al Jazeera broadcast on Wednesday.

Araghchi stated that the waterway lies within the territorial and internal waters of Iran and Oman, and that any post-war arrangements regarding transit and governance would be determined solely by the two coastal states.

“The reality is that it lies within the internal waters of Iran and Oman,” he said. “What arrangements will be considered after the war is a matter related to Iran and Oman.”

The Strait of Hormuz is one of the world’s most critical shipping chokepoints, through which roughly 20 per cent of global seaborne traded oil and significant volumes of liquefied natural gas pass from Gulf producers to international markets.

These remarks come one month into the current war between Iran, Israel, and the United States, which began with surprise Israeli and US airstrikes on Iranian targets on February 28. Since the outbreak of hostilities, Iran has exerted greater control over the Strait of Hormuz as a wartime measure.

Araghchi said the strait remains open, but access is restricted for countries involved in the conflict with Iran.

“From our point of view, the Strait is currently open and is closed only to those who are at war with Iran,” he said.

He added that vessels from other countries have continued to pass through, with many engaging directly with Iran to arrange safe transit.

“Some of them have entered into negotiations with us… and for many of them, especially those from friendly countries, we have put arrangements in place so they can pass through the Strait safely,” he said.

As part of these arrangements, Iran has been imposing significant fees, reportedly up to $2 million per tanker in some cases, for safe passage. These payments are often coordinated directly with Iranian authorities, sometimes in non-USD currencies such as Chinese yuan.

China, one of the largest buyers of Iranian and Gulf oil, has had mixed experiences. Several Chinese and Hong Kong-flagged tankers initially turned back in late March after warnings from Iran’s Islamic Revolutionary Guard Corps (IRGC). Others later secured passage after direct negotiations and arrangements with Iranian authorities.

Araghchi emphasised that ensuring navigation safety, environmental protection, and traffic management in the strait should be handled by the coastal states.

“Ensuring the safety of ship passage, addressing environmental issues, navigation, traffic and regulations all require order and arrangements that pertain to the coastal states of this strait, Iran and Oman,” he said.

He also described the strait’s potential future role as a “waterway of peace” once the conflict ends.

The partial restrictions and disruptions in the Strait of Hormuz have caused significant volatility in global energy markets. Oil prices spiked sharply after the late February strikes, with Brent crude pushing toward and above $100 per barrel at peaks. Daily tanker traffic has dropped dramatically, leading to higher global energy costs, increased gasoline prices in many countries, and the release of strategic reserves by consuming nations to ease supply pressures.

Araghchi made the remarks as part of a wider interview discussing regional security and Iran’s position in the ongoing conflict.
