DC enacts citywide curfew for minors after weeks of violence, unrest

 Washington, DC Mayor Muriel Bowser has announced a citywide curfew for anyone under the age of 18 beginning Saturday night in response to weeks of ongoing violence and unrest.

The move comes just a few months after President Trump mobilized thousands of National Guard troops who were deployed to the nation’s capital to combat what he described as a “crisis” of crime.

Bowser’s order which runs through Nov. 5 allows police to set up so-called “special zones”, or high risk areas where law enforcement can enforce curfews as early as 6 p.m.

Four of the zones will go into effect on Saturday. They include Banneker Recreation Center, Union Station, Navy Yard and the U Street Corridor.

The limited curfew goes into effect Saturday at 11 p.m. local time and ends at 6 a.m.

Any minor or juvenile who violates the curfew will face a fine of up to $300 or up to 10 days in jail, according to authorities.

DC police have also been authorized by the mayor to set up temporary curfew zones in areas where more than eight minors congregate, posing a potentially heightened threat to public safety.

The curfew was announced following a violent clash involving scores of teens on Halloween night at the Navy Yard, where at least 10 people, including one 18-year-old and four minors, were booked on charges including public marijuana use, affray and failure to obey.


One police officer was treated for injuries at the scene, according to officials.

One video on X shows what looks like  National Guard troops dressed in brown fatigues running through a crowd of young people in a park on Friday night.

Several police cruisers were seen in the video stretched across M Street SE, parts of which were closed due to the heightened presence of law enforcement.

The gathering, which started at around 7:30 p.m. on Friday, began peacefully, according to police. But events spun out of control as “several hundred juveniles” began flowing into the park, law enforcement officials said.

Police reported that some of the juveniles engaged in fights and “disrupted the flow of traffic” as they ignored warnings from cops.

A DC police sergeant who was knocked to the ground while attempting to restore order suffered minor injuries, according to the department.

US military kills three in strike on drug-trafficking vessel in Caribbean, Hegseth says

 U.S. Defense Secretary Pete Hegseth said on Sunday that the U.S. military conducted a lethal strike on a vessel operated by a drug trafficking organization in the Caribbean, killing three men aboard.

The operation, directed by President Donald Trump and carried out in international waters, targeted a vessel known to be carrying narcotics along a smuggling route, with no U.S. forces harmed, Hegseth said in an X post.

Meta Offering Breaks Record With $125 Billion Orders For $25 Billion Bond Sale: Report

 Meta Platforms (META) has reportedly received roughly $125 billion in orders for its $25 billion bond offering, marking the highest demand ever recorded for a single corporate debt sale.

Bloomberg reported that the offering, intended for general corporate purposes, has surpassed previous records, including CVS Health Corp.’s (CVS) $40 billion bond sale in 2018, which drew $120 billion in investor orders. At $25 billion, the bond sale is set to be the second-largest public corporate debt issuance this year, the report noted.

The offering comes a day after CEO Mark Zuckerberg signaled that Meta would significantly ramp up spending on artificial intelligence during the company’s third-quarter (Q3) earnings call. The funds from the bond sale are expected to support ongoing corporate projects, including AI infrastructure and development initiatives, giving investors exposure to the company’s ambitious technology plans.

The offering is expected include notes ranging from five to 40 years in maturity. Initial price indications for the 40-year note are around 1.4 percentage points above U.S. Treasuries.

Hegseth visits Vietnam amid prolonged arms supply talks

 US Defence Secretary Pete Hegseth is set to meet Vietnamese senior officials on Nov 2 as he visits Hanoi amid prolonged talks over Washington's potential supply of military equipment to its former foe, including transport planes and helicopters.

Mr Hegseth is expected to arrive in the Vietnamese capital early on the afternoon of Nov 2 after a series of meetings in Malaysia with his Asian counterparts, according to a Vietnamese official briefed on the trip.

Mr Hegseth was expected to meet Vietnam's Communist Party chief To Lam, President Luong Cuong and Defence Minister Phan Van Giang, the official said.

Talks on US arms supplies are expected to dominate the agenda, according to the official and another Vietnamese source briefed on the matter.

Both mentioned Lockheed Martin C-130 Hercules military transport planes among the items to be discussed. A US official also confirmed C-130s would come up in the talks.

One of the Vietnamese sources said the supply of US helicopters could also be discussed, specifically Lockheed Martin S-92s and Boeing Chinooks.

They all said it was not clear whether any deal or announcement would be made on Nov 2.

Boeing deferred questions on the matter to the Vietnamese and US governments.

Vietnam's government, the Pentagon and Lockheed Martin did not respond to requests for comment outside business hours.

The South-east Asian country, which relies heavily on Russian weapons, has been looking for years to diversify its arsenal.

Talks with the United States, which lifted an arms embargo in 2016, gained momentum during the Biden administration but have not yet yielded any formal announcement.

Reuters reported in 2024 on discussions for the sale of C-130 planes to Vietnam's defence ministry, and in July on a preliminary deal on two S-92 helicopters after years of talks on the matter with Vietnam's public security forces.

The possible purchase of two or three Chinook helicopters by Vietnam's police was also under discussion, said one of the sources briefed on the matter.

In December, a newspaper controlled by the police said a new airport under development near Hanoi would be suitable for Chinook CH-47D helicopters and other models.

The Chinook was the only aircraft mentioned in the report that is not currently in use by Vietnamese forces.
