The Dutch Defense Ministry issued an advisory on Monday, warning that Russian state actors are involved in attempts to "compromise Signal and WhatsApp accounts of dignitaries, military personnel, and civil servants on a large scale worldwide" via phishing campaigns.
The ministry stressed that Dutch government employees are among the potential targets of the Russian actors, noting that other targets include journalists.
"Once an account is successfully compromised, the actors may have access to the victim's contact phone numbers and read messages sent to the victim. In certain situations, the actor may also read chat groups the victim is a member of," the Dutch ministry warned, but noted these phishing efforts do not include the use of any malware, stressing the actors are "exploiting legitimate security features of the applications," including by sending messages impersonating the Signal Chatbot to access personal information.
