Any future arms-control arrangements should include the United States, China, and Russia, United States Secretary of State Marco Rubio said on Wednesday.
Speaking at a press conference during the ASEAN summit, Rubio argued that a durable strategic balance cannot be negotiated bilaterally. He said President Donald Trump favors a trilateral framework involving the world's three major military powers.
Rubio discussed the situation in the Middle East, blaming Iran for regional instability due to its support for the Houthis, Hezbollah, and Hamas. He also mentioned that Washington hopes tensions can be de-escalated.
