Iran has failed to meet its nuclear safeguards obligations, denying inspectors access to facilities and withholding information about enriched uranium, the US representative told the UN Security Council during a meeting on Iran's nuclear program.
Speaking on Tuesday, US Ambassador Jennifer Locetta said Tehran had failed to address concerns that led the International Atomic Energy Agency to find Iran in noncompliance in June 2025.
Locetta, the US alternative representative for special political affairs, said Iran had obstructed inspections for more than a year, refused to account for its highly enriched uranium and failed to answer questions about undeclared nuclear material.
She also rejected Tehran's position that further cooperation with the IAEA should depend on a broader diplomatic agreement, saying Iran was already bound by the Nuclear Non-Proliferation Treaty.
“Regardless of progress towards any new broader diplomatic agreement, Iran has existing NPT obligations that it is currently refusing to uphold,” she said.
She said 23 members of the IAEA Board of Governors voted on September 9 to report Iran's noncompliance with its nuclear safeguards obligations to the Security Council. Locetta urged council members to adopt the meeting's agenda, rejecting objections from Russia and China.
