Ukraine explores ways to get Russia's frozen assets

Ukraine is exploring ways to reopen the debate with European countries over frozen Russian assets, hoping that a partial disbursement and broader guarantees could help overcome the impasse with Belgium, which vetoed the European Union's plan to send Moscow's frozen assets to Kyiv.

Ukrainian Deputy Prime Minister Vsevolod Chentsov claimed that the country was considering various alternatives with its European partners to offset the deficits in its defense and civil budgets. "We are also looking to the opportunities in the EU, and we suggest, in particular, the idea of the frozen assets," he stated on the sidelines of an informal meeting of European affairs ministers in Dublin, adding that it would be "a smart way to generate money and cover the debt."

More than €200 billion in assets belonging to the Central Bank of Russia are frozen throughout the EU, and most of them are held by the Belgium-based securities depository Euroclear. Belgian authorities cited legal risks as the reason for blocking the EU plan to use the funds.
