Russia’s proposed collective-security framework for the Persian Gulf could help stabilize the region amid the Strait of Hormuz crisis, Foreign Minister Sergei Lavrov told the UN General Assembly on Saturday.
“This is what drives our concept for collective security in the Persian Gulf,” Lavrov said, adding that Moscow was ready to help stabilize the region. Citing Russian President Vladimir Putin, he said “the dictatorship of one hegemon is spiraling out of control,” in an apparent reference to the United States.
Russia has for years promoted a broader Persian Gulf security architecture involving regional states, including Iran and Arab countries, rather than arrangements centered on a single outside power. Lavrov presented the proposal as a framework for reducing tensions and addressing regional security disputes.
He also linked wider Middle East stability to the Palestinian issue, saying it was time to resolve what he described as the region’s central problem by ensuring Palestinian statehood on the basis of UN decisions.
